Job Summary
Develops, plans and administers the
programming, operations,
outreach, administration, development, engineering, or specialized
services
activities of assigned staff at a broadcast station, radio reading
service, or
a new media content delivery service.
Scope
This position works in the area of MCCCD’s
broadcast media
and associated services. Work contacts
include administrators, staff and outside agencies including community
leaders
and local organizations. Equipment used
includes standard office and broadcast equipment, as well as new media
technology.
Supervision Received
This position reports to the General
Manager KJZZ/KBAQ/SS; receives
general direction regarding routine and standard matters; and specific
instructions regarding non routine and highly sensitive matters.
Supervision Exercised
This position provides work direction to
assigned staff,
volunteers, and temporaries, including the positions of Music Director,
Producer, Announcer, Manager Computer Operations, Major Gift Officer,
Research
& Development Specialist, Assistant Development Director,
Operations
Manager, Program Coordinator, Administrative Assistant and/or other
Station
Managers working at the stations and associated operations in the State.
Representative Duties
Directs the general management of the
stations; develops
operational policies, procedures, guidelines; supervises and evaluates
staff
and volunteers; may assist in the hiring and evaluation for staff;
establishes
in-house training programs; creates and implements strategies for
funding;
prepares and monitors budgets; maintains compliance with Federal
Communications
Commission Rules and Regulations, and policies and procedures of MCCCD;
maintains liaison with outside organizations; and provides
representation to
outside agencies and the community; may plan, develop and implement
program
schedules and local programming initiatives; monitor stations to ensure
compliance and coordination with external and internal standards;
supervises,
directs and schedules assigned staff; writes and designs promotional
materials
and publications; operates and trains staff to maximize station and new
media
equipment usage. Prepares and administers preventive maintenance
schedule for
all studio, program distribution, remote, interconnection and
transmission
equipment; recommends immediate and long range equipment needs;
maintains and
certifies engineering logs and other records required by the Federal
Communications Commission; provides on-call services for emergency
equipment
failures; represents KJZZ/KBAQ/SS at professional meetings and at
community
events. Designs and administers
fundraising activities including underwriting, direct mail, on-air
drives,
major gifts and planned giving, and special events; plans and
coordinates
on-air fundraising; assists in grant requests and research funding
sources;
plans and executes the promotional and outreach activities of the
stations;
maintains legal and ethical compliance of all fundraising activities;
oversees
the website content and streaming for each station; manages the audio
archive; performs
related duties as assigned.
Knowledge and Abilities
Knowledge of: the operation and
administration of a
broadcast station, radio reading service, and/or a new media service;
public
telecommunication law; programming; FCC regulations and procedures;
studio
program distribution, interconnection systems, translator stations,
microwave
and satellite systems; on-air fundraising, sales, major gifts, planned
giving;
grant writing; direct mail techniques; on-air fundraising; special
event
planning; public relations and promotions; human resource management;
and team
building theory.
Ability to: direct a full range of station
activities;
prepare and monitor budgets; maintain compliance with FCC rules and
MCCCD
guidelines; supervise and organize work of assigned staff; assist staff
in
creating and implementing fundraising endeavors; recruit, train, and
supervise
staff and volunteers; plan, audition and develop programs; maintain
compliance
with FCC rules and regulations; interpret data to determine projected
programming; prepare grant requests; produce programs and materials;
communicate
effectively orally and in writing, establish cooperative working
relationships
with persons contacted in the process of performing assigned duties.
Training and Experience
Any combination of education, training,
and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in broadcasting or
journalism and/or experience in a radio reading service or a public
broadcasting entity in a supervisory capacity.
Special Conditions of Employment
On call 24 hours.
Some positions
may require a
Class D Driver’s License.
