District Administration

District Administration - The Maricopa Community Colleges district is led by a chancellor, four vice chancellors (Academic Affairs, Business Services, Human Resources, and Student Development and Community Affairs), Chief Information Officer (Information Technologies), and the ten presidents of the individual colleges.

The Chancellor for the Maricopa Community Colleges oversees the administrative operations of the district. The Chancellor serves as chief executive officer for the District and is accountable to the Board acting as a body. Per Board policy, all authority and accountability of staff is considered to be the authority and accountability of the Chancellor, and represent Maricopa at the local, state and national levels. A basic function of the Chancellor is to provide leadership and unity of effort. One example of this is the 12 commitments the CEC has made for collaboration between business, industry, community and community colleges, and for a Maricopa wide strategic planning framework.

The Chancellor - working with the Vice-Chancellors, CIO and the college presidents at each of the Maricopa colleges - establishes the means to address the vision, mission and values of the institution. The Chancellor, the Vice Chancellors and CIO, and ten presidents make up the Chancellor’s Executive Council (CEC).

The Vice Chancellor for Academic Affairs is responsible for the coordination of the academic and vocational instructional programs, as well as the curriculum process, and educational planning and design.

The Vice Chancellor for Business Services as chief financial officer is responsible for implementation of the budget, asset management, financial operations, and auxiliary enterprises.

The Vice Chancellor for Human Resources is responsible for all legal and personnel issues, including employment, benefits, affirmative action, and payroll, and also serves as the chief negotiating officer with all Maricopa employees during the Meet and Confer process.

The Vice Chancellor for Student and Community Affairs is responsible for building and strengthening partnerships between Maricopa and the multiple constituencies it serves through government relations, and public relations and marketing, as well as oversight of fundraising and development efforts and the Office of Facilities and Planning in conducting the District’s capital development program.

The Chief Information Officer is responsible for all information technologies systems including planning, budgeting, and acquisition of hardware and software

Ten College Presidents serve as the chief executive officer of each college and are responsible for the total operations of the college,  and must operate within the policies and procedures directed by the Governing Board and/or Chancellor.

Chancellor - Staff Relationship - The Chancellor delegates the implementation of the Administrative regulations and the development of corresponding procedures to the appropriate staff: college presidents, vice chancellors, and their designees. Thus the Administrative Regulations guide MCCCD operations.
