| The American Association of Colleges for Teacher Education (AACTE) and the Partnership for 21st Century Skills (P21) are calling on teacher education programs to update their curricula to better prepare future teachers to integrate 21st-century skills into their instruction. The groups released a paper in September seeking to establish a shared vision for infusing digital-age knowledge and skills into teacher preparation programs and spark an ongoing dialog among higher-education leaders. "New teacher candidates must be equipped with 21st-century knowledge and skills and learn how to integrate them into their classroom practice for our nation to realize its goal of successfully meeting the challenges of this century," said Sharon P. | This report argues that the lofty college completion goal that has emerged as the closest thing to a national higher education strategy in a half century will not succeed without much more aggressive leadership than national, state and higher education leaders have shown so far. According to authors, "For too long, policymakers and higher education leaders have engaged in a 'we need to change, but you go first' conversation. Meanwhile, costs have skyrocketed, attainment has stagnated, and the public has grown skeptical." | Given the experience to date with an overwhelming focus on student achievement scores as a basis for high-stakes decisions, policymakers would do well to pause and carefully examine the issues that make teacher assessment so complex before implementing an assessment plan. To facilitate such examination, this brief reviews credible research exploring: the feasibility of combining formative assessment (a basis for professional growth) and summative assessment (a basis for high-stakes decisions like dismissal); the various tools that might be used to gather evidence of teacher effectiveness; and the various stakeholders who might play a role in a teacher assessment system.
