401: Specifications
Specifications for the procurement of goods or services shall
be written by the Purchasing Department with the assistance
of the requesting department(s) and other District staff.
These specifications shall be written in order to insure
satisfaction with the product or service, yet general enough
to insure competition.
Brand name or equal specifications may be utilized when the
Purchasing Manager determines that the use of brand name or
equal specification is advantageous to the District and:

No existing specifications are available.

Time does not permit the preparation
of specifications.

The
nature
of
the
product
makes
the
use
of
a brand
name
or
equal
specification
suitable
for
procurement.
A brand name or equal specification
shall designate as many brands as possible. The specification
shall include a description of the particular design, function,
or performance characteristics that are required, unless the
Purchasing Manager determines that the brand names in the specifications
are commonly known.
If a consultant is used to develop specifications, the consultant
shall provide to the District a general statement to be included
in their recommendations that reads as follows:
"No direct or indirect
benefit is to be realized by (the consultant) from the Maricopa
County Community College District using these specifications
or awarding a bid based upon them."
