Chesrown Dr. Phillip Randolph Named Vice Chancellor of Human Resources for the Maricopa County Community College District Dr. Phillip Randolph started as an adjunct faculty member in 1968 at Maricopa Technical College. He joined the faculty at Glendale Community College in 1972 and later served as department chair, division chair and associate dean of instruction at Glendale Community College. He was named president of GateWay Community College in 1988 and has served as the interim vice chancellor of human resources for the district for the past year. Greater Phoenix, Arizona - Dr. Phillip Randolph has been named the Vice Chancellor of Human Resources for the Maricopa County Community College District. Dr. Randolph has more than 28 years of experience with the Maricopa Community Colleges. Dr. Randolph replaces Dr. William Waechter who served in this capacity from 1984 until his retirement in 1999. Maricopa's Chancellor Dr. Fred Gaskin said, "We are extremely pleased that this exceedingly qualified and highly experienced leader has accepted this position. During this past year as interim vice chancellor, Dr. Randolph initiated many improvements in the human resources area. As a long-term employee of the district, he has the respect and confidence of the governing board, employee groups and his colleagues. He brings with him a vast knowledge of the college perspective. We are fortunate to have him." Prior to being appointed vice chancellor, Dr. Randolph was president of GateWay Community College from 1988 to 2000. During his leadership at GateWay, the college grew in both enrollment and size. The construction of new buildings, including an award winning health education center and the acquisition of additional property, enabled the college to expand program offerings as well as provide space for additional growth. Vice Chancellor Randolph will oversee four departments in the Maricopa District: employee services, legal services, compensation and organizational development. Dr. Randolph describes his new position as a manager of managers. "I am honored to be asked by Dr. Gaskin to serve as vice chancellor of human resources. The team that makes up the human resources division is outstanding and it is a pleasure to work with them," he said. Dr. Randolph began his career in education as a high school teacher in Garden Grove, California. His association with the Maricopa County Community College District began as an adjunct faculty member with the Maricopa Technical College (later known as GateWay Community College) in 1968. In 1972, he became a faculty member at Glendale Community College. At Glendale, Dr. Randolph was active in faculty governance and was president of the faculty senate. He also served as the associate dean of instruction and division chair prior to his promotion to dean of business and technology at Glendale in 1984, a post he held from 1984 until 1988. In 1982, Dr. Randolph was on "loan" to the General Motors Corporation as part of a pilot project to develop educational-corporate partnerships. He was also a key player in numerous other industry partnerships with many major corporations including John Deere and the Ford Motor Company. He has been instrumental in coordinating on-campus and off-campus training projects for business and industry. Dr. Randolph was twice recognized for his outstanding service to Glendale Community College. The Arizona Vocational Association awarded him with the title of Distinguished Vocational Educator of the Year in 1989. In 1993, Dr. Randolph was president of the Arizona Community College Presidents' Council. He is a member of Rotary International. The new vice chancellor is a second generation Arizona native and a long-time resident of Glendale. He and his wife Lynda are the parents of two children. The Maricopa County Community College District is composed of 10 community colleges, several satellite campuses, skill centers and business/industry, technical and customized training institutes.
