Short-term Compassionate Leave

The Short-term Compassionate Leave Program was established based on a recommendation by the H1N1 Task Force. The Program will initially be used for H1N1 influenza, in future years it may be used for other significant disease outbreaks.

As of December 2009, the designated illness is the H1N1 influenza. Short-term Compassionate Leave may only be utilized for this illness. The time period for donating time is currently closed.

Short-Term Compassionate Leave is:
  • the voluntary transfer of sick or vacation hours from one employee to another to supplement lost wages due to illness caused by a disease outbreak.
  • have or need to care for a family member that has an illness designated by MCCCD as a disease outbreak. Documentation from a doctor indicating the absence is related to the designated illness is not required.
  • available only after all sick, vacation, banked vacation or compensatory time has been exhausted.
  • a maximum of 16 hours can be donated per fiscal year.
An employee requesting short-term compassionate leave must:
  • be in an active, regular non-supplemental assignment receiving a pay check.
  • be covered by a policy manual and be Governing Board approved.
  • have or need to care for a family member that has an illness designated by MCCCD as a disease outbreak. Documentation from a doctor indicating the absence is related to the designated illness is not required.
  • have exhausted all sick leave, compensatory time, vacation and banked vacation.
  • submit a completed application (pdf) to the District Benefits Department, Attn: Short-Term Compassionate Leave Coordinator, Confidential.
An employee wishing to donate sick or vacation hours must:
  • be covered by a policy manual and/or be Governing Board approved.
  • retain a minimum of 240 hours of sick leave after the donation (No minimum balance is required for vacation hours).
  • submit a request through the HRMS Self Service option for voluntary sick and/or vacation hours to be transferred.
  • a maximum of 16 hours can be donated per fiscal year.
  • donations will be accepted during a specified time frame designated by the Legal Department.

The value of donated sick or vacation hours will be adjusted proportionately from the wages of the employee donating the hours to the wages of the employee receiving the donation.

The recipient may receive up to one-third of his/her wages. A Request may be for a maximum of three days. One Request may be submitted per fiscal year. Compassionate Leave ends upon the employee's return to work, termination from the District, or entry into the Mid-term Disability Program.

For the purposes of a Request, family is defined as an employee's spouse, domestic partner, children, or parents. When donated funds are exhausted, the program will cease. No additional applications will be accepted or fulfilled.
