Job Summary

Provides analytical and administrative support for the compilation and management of the annual operating budgets.

Scope

This position works in the area of business services. Work contacts include Governing Board members, administrators, faculty, staff, students, media, outside governmental agencies and the public. Equipment used includes standard office equipment.

Supervision Received

This position reports to an assigned administrator; on a project to project basis, this person may be supervised by a Principal or Senior Budget Analyst; receives general direction regarding routine and standard matters; specific instructions regarding non-routine and highly sensitive matters.

Representative Duties

Prepares budget analysis for expenditures; analyzes current year spending and revenues, recommends modified funding and prepares transfers as needed; assists in the development and submission of the district office budgets including preparation of special studies regarding operating and capital budgets, preparation of instructions and reporting systems, recommendations and reports; conducts research and prepares analyses or reports regarding annual district-wide budget allocations, reallocations, revenues and formula allocation; updates and may conduct program and service evaluations; prepares reconciliations; prepares analytic schedules for Financial Advisory Council meetings, administrators and Governing Board agendas; may review and report funding for Governing Board agenda items and may provide budget review and approval of personnel actions; prepares training materials for staff, faculty and students; conducts training on budget development policies and procedures and use of the computerized budget development system; prepares budget schedules and presentation materials; prepares reports to the Governing Board, county and State agencies and for legal publication; may assist in the implementation and upgrading of the computerized budget system; responds to inquiries from college and district office staff and faculty; creates and processes transfers from the various accounts; prepares periodic status reports; prepares journal voucher setups for input to the computerized accounting system; updates budget system; performs special projects as assigned; performs related duties as assigned.

Knowledge and Abilities

Knowledge of: accounting and budgeting principles and practices; financial and strategic planning; budget administration; statistics and data collection methods; policy analysis; financial modeling and forecasting; decision-making processes; database systems, spreadsheet and flow chart applications; computerized accounting; budgeting and human resources systems.

Ability to: work under pressure; meet deadlines; analyze financial and operational data and information; maintain confidentiality; think analytically and critically; research, develop and implement strategies for decision-making; prepare comprehensive reports and present ideas clearly both orally and in writing; establish cooperative working relationships in the course of performing assigned duties.

Training and Experience

Any combination of education, training and experience that provides the required knowledge and abilities. An example of this would be a college degree in business or public administration and/or professional experience in a budget development, analysis and financial planning.

Special Conditions of Employment

Evening and weekend hours will be required.

Working Conditions

Positions in this class may require prolonged monitor viewing. This position may require a Class D Driver’s License.
