Job Summary
Performs specialized and complex procurement and analyses in
compliance with District policies and procedures, current public procurement
practices, laws and business ethics.
Develops and administers assigned commodity contracts and purchases a
wide variety of assigned commodities.
Scope
This position works in the area of business services. Work contacts include administrators, staff,
students, vendors and suppliers.
Equipment used includes standard office equipment.
Supervision Received
This position reports to Purchasing Manager; receives general direction regarding routine
and standard matters; specific instructions regarding non-routine and
sensitive matters.
Supervision Exercised
May direct the work of assigned
staff.
Representative Duties
Prepares specifications for assigned commodity purchases and
contract areas; negotiates complex multi-year and multi‑location
contracts and purchase orders; conducts pre‑bid and post‑award
conferences and formal bid openings; analyzes and coordinates the evaluation of
bids for compliance to specifications, price, performance, extended cost
benefit and warranty; performs research by interviewing district personnel and
the vendor community to establish performance/technical criteria and product
evaluation; researches market and develops sources of supply; assesses cost
savings in terms of price, maintenance costs, product suitability and needs;
resolves complex disputes with suppliers to ensure contract/purchase order
compliance; keeps abreast of legal requirements and contract practices as they
affect governmental procurement practices; advises on matters concerning
pricing, quality, availability, budgetary planning and best buying patterns for
requisitioners; may administer
Purchasing Card Program including cardholder transactions review, campus staff
training, applications processing, trouble shooting, and conducting periodic
audits; performs related duties as assigned.
Knowledge and
Abilities
Knowledge
of: centralized procurement practices and contract administration practices and
procedures; commodity markets, marketing practices and pricing methods;
compiling and evaluating highly technical specifications; on-line
requisitioning systems.
Ability
to: translate users’ needs into detailed bid specifications; instruct users and
suppliers on policies and procedures relating to purchasing; perform cost
analysis; establishes cooperative working relationships with persons contacted
in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in business administration
and/or professional experience in procurement; CPPO/CPPB/CPM certification desirable.
