Job Summary
Coordinates the operation of an office providing Human
Resources services. Positions in this
classification require a high level of independent action and technical
knowledge of Human Resources, focused on administrative and direct services.
Scope
This position works in the area of human resources. Work
contacts include administrators, faculty, staff, job applicants, and
governmental agencies. Equipment used
includes standard office equipment.
Supervision Received
This position reports to an assigned administrator
responsible for human resources; experiences operational autonomy under normal
conditions; may receive specific instructions regarding non‑routine and
sensitive matters.
Supervision Exercised
Depending on
location/department, may supervise the positions of Human Resources Technician, Human
Resources Analyst, Human Resources Assistant and/or assigned staff.
Representative Duties
Interprets and applies policy language in response to
inquiries requiring a detailed knowledge of policies and procedures of assigned
human resources area; maintains
compliance with pertinent federal laws and legislation such as ADA, FMLA, FLSA,
EEO/AA, and I-9 eligibility; directs,
orients and coordinates the activities of employment screening committees and
reviews committee results for conformance to policies and procedures; follows
affirmative action guidelines; prepares payroll documents; may conduct
reference checks; reviews applicant/recruit materials to determine
qualifications; advises recruits on job search techniques and select recruit
groups to be notified for specific job opportunities; advises employees and
administrators on Human Resources policies and procedures; initiates and
monitors the process for leaves of absence; collects and assists in variety of
analyses of Human Resources data; collects and compiles information from
employees and supervisors regarding complaints and grievances; reviews job
descriptions and postings for current information and conformance to policy;
coordinates requests for reclassifications; may coordinate staff performance
management process; may evaluate faculty transcripts; develops detailed written procedures for Employee Services; provides
coordination between District Human Resources and college for processing
personnel‑related documents and dissemination of information; reviews and
makes recommendations on proposed CPD issues and Meet and Confer activities;
performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: general personnel policies, practices and procedures pertaining to Human
Resource practices; standard office practices, procedures and equipment.
Ability
to: coordinate employment activities based on job‑related considerations
and the needs of hiring departments; interpret policies and procedures;
organize workflow and supervise the work of others; develop office procedures
and record-keeping systems; communicate effectively orally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that provides
the required knowledge and abilities.
An example of this would be a college degree and/or professional
experience in human resources administration, with some experience in an area
of human resources.
