Job Summary


Provides support for improvements to policies, procedures, work processes, organizational structure, and supporting technologies district-wide through the development of new and existing functional area processes.  Coordinates process analysis activities by leading teams through facilitated sessions.


Scope


This position works in any assigned area.  Work contacts include Vice Chancellors, College Presidents, administrators, faculty, staff, learners, community, educational institutions, and outside consultants.


Supervision Received


This position reports to the Coordinator of Strategic Systems or an assigned administrator; receives general direction regarding routine and standard matters and specific instructions regarding non‑routine and sensitive matters.


Supervision Exercised


Work direction is given to all levels of MCCCD employees assigned to a process analysis project team.


Representative Duties


Works with functional area experts to support through inquiry into team members' work processes, system requirements and needs; trains project team members in analysis techniques to be used; guides team through functional area analysis using methodologies and tools such as process reengineering and total quality management; facilitates the definition of solutions within guidelines of existing policies and rules; defines logical work units and job roles, skills and knowledge sets related to roles; defines organizational structure, and assists in implementing process and identification of supporting technologies; assists functional area experts in developing documentation and testing of the resulting process and with the transition of new process by using change management tools; plans process of communication and logistics for project teams; coordinates the development and planning of the project and maintains project timelines; communicates team and project progress through documentation and formal written and oral presentations to all levels of MCCCD personnel; maintains liaison with functional experts and training documentation personnel; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: MCCCD mission, vision and strategic goals; methods, practices, and terminology of work process, organizational analysis and design; methods and tools for creating effective interpersonal communication; methods and tools for successful teams; methods and terminology of software engineering; principles and techniques of total quality management; word processing, spreadsheet, and flowcharting software applications.

Ability to: learn through deductive and inductive reasoning; find and associate ideas from diverse sources to create innovative solutions; understand multiple ideas and develop consensus; manage team resources for completion of assigned tasks; make effective oral and written presentations; analyze functional area processes and work flows; promote innovative thinking among team members; coordinate and direct activities among team members; coordinate and direct the activities of others; communicate effectively orally and in writing and establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in organizational development or a related field and/or experience in business systems or process analysis within education.


Special Conditions of Employment


Working Conditions


This position may require prolonged computer monitor viewing and sitting; extended hours and weekends; local travel to colleges. Some positions may require a Class D Driver’s License.
