Job Summary
Provides analytical and administrative
support for the
compilation and management of the annual budgets for general,
auxiliary, grants,
and construction project funds. Acts as Fiscal Agent for District
administrative offices and or various project funds.
Scope
This position works in the area of
business services. Work
contacts include administrators, faculty, staff, professional
organizations,
public entities, and vendors. Equipment used includes standard office
equipment.
Supervision Received
This position reports to an assigned
administrator; receives
general direction regarding routine matters; specific instructions
regarding non-routine
matters.
Supervision Exercised
Depending on
location/department, may supervise
the work of Accountants, Accounting Assistants,
other assigned staff and temporaries.
Representative Duties
Monitors and approves expenditures from
district administration
or Foundation budgets, federal and state grant and construction project
programs; designs and evaluates reporting systems; prepares
recommendations and
provides other analytical and financial management support for
district-wide
activities related to operations, taxes, grants and capital programs;
provides
fiscal information and advises staff in planning and development of
budgets;
may review and monitor distribution of funds and prepare periodic
budget
reports; prepares various analytical accounting schedules, projections,
reports
and materials for various internal and external boards, agencies,
committees,
administrators, faculty and staff; assists in the implementation of
annual
budgets; assists in developing, evaluating and recommending revisions
to
accounting, fiscal, budget procedures and processes; assists in related
training for internal and external customers; consults with and advises
other
district departments and campuses on recording accounting transactions
and
maintaining fiscal records; demonstrates continuous efforts to improve
operations; may serve as liaison with external auditors, including
collecting,
reviewing, organizing and preparing required documentation; may make
post-closing adjustments to financial statements, decrease turnaround
times and
streamline work processes; works cooperatively and jointly to provide
quality
customer service; may conduct special projects; supervises assigned
staff;
performs related duties as assigned.
Knowledge and Abilities
Knowledge of: Generally Accepted
Accounting Principles
(GAAP) and Governmental Accounting and Auditing Standards (GAAS) theory
and
practices; budget and grant administration; tax laws and their
application to
various accounting transactions and reporting; computerized accounting
systems;
spreadsheet applications.
Ability to: instruct internal and external
customers on
policies and procedures; perform mathematical and statistical
calculations;
produce financial statements and reports; prepare and analyze
comprehensive
financial reports; analyze and interpret fiscal, budget and accounting
records;
communicate effectively orally and in writing; establish cooperative
working
relationships in the course of performing assigned duties.
Training and Experience
Any combination of education, training and
experience that
provides the required knowledge and abilities.
An example of this would be a college degree in accounting or
related
field and/or professional experience in accounting or auditing. CPA
certification is preferred.
