Job Summary
Leads and manages
numerous projects and performs varied analyses, reconciliations, budget
development and planning.
Scope
This position works
in the area of business services. Work contacts include Governing Board
members, administrators, faculty, staff, students, media, outside governmental
agencies and the public. Equipment used includes standard office equipment.
Supervision Received
This position reports
to an assigned administrator. This position receives general direction
regarding routine and standard matters; specific instructions regarding
non-routine and highly sensitive matters.
Supervision Exercised
May supervise
temporaries, budget analysts or assigned staff on a project-by-project basis.
Representative Duties
Responsible for
varied financial and policy analyses; analyzes current year spending and
revenues; recommends modified funding and prepares transfers as needed; develops
district office budgets including preparation of special studies regarding
operating and capital budget lines, design, preparation of instructions,
reporting systems, analysis of spending and variances, funding recommendations,
budget transfer preparation and reports; conducts varied analyses including
long term financial forecasts; projects varied revenues and expenditures for
the annual budget, service levels and enrollment forecasts; conducts program
evaluations and policy analyses; develops and updates formula allocations;
prepares reconciliations; prepares analytic schedules and reports for the
Financial Advisory Council, Chancellor's Executive Council and the Chancellor
for use in making budget recommendations; assists in the design and implementation
of the annual district-wide program planning and budgeting process;
participates in budgetary strategic planning and recommends budget procedures
and policies; reviews and reports on funding for Governing Board agenda items
and may approve personnel actions; prepares training material for staff,
faculty and students; conducts training on budget development policies;
prepares budget, tuition, fee schedules and presentation materials for
Governing Board meetings; prepares reports to the Governing Board, county and
State agencies and for legal publication; provides assistance to develop,
upgrade and maintain the computerized budget system; responds to inquiries and
provides technical and analytical staff support to the Financial Advisory
Council, other councils, college and district office staff and faculty; creates
and processes transfers from various accounts; prepares periodic status
reports; prepares journal voucher setups for input to accounting system;
updates the budget system; prepares studies for external organizations;
performs special projects as assigned; performs related duties as assigned.
Knowledge and
Abilities
Knowledge of:
accounting and budgeting principles and practices; financial and strategic
planning; budget administration; statistics and data collection methods; policy
analysis; financial modeling and forecasting; decision-making processes;
database systems, spreadsheet and flow chart applications; computerized
accounting; budgeting and human resources systems.
Ability to: meet
deadlines; analyze financial and operational data and information; think
analytically and critically; maintain confidentiality; research, develop and
implement strategies for decision-making; prepare comprehensive reports;
present ideas clearly both orally and in writing; establish cooperative working
relationships in the course of performing assigned duties.
Training and
Experience
Any combination of
education, training and experience that provides the required knowledge and
abilities. An example of this would be a college degree in business or public
administration and/or demonstrated professional experience in budget
development, analysis and financial planning.
Special Conditions of
Employment
Evening and weekend
hours will be required.
Working Conditions
Positions in this class may require prolonged monitor
viewing. Some positions may require a Class D Driver’s License.
