Job Summary
Performs wide range of duties with emphasis on
purchasing/negotiation of major acquisitions in assigned categories of goods
and services for the district.
Scope
This position works in the area of business services. Work contacts include administrators,
faculty, staff, professional organizations, other public entities, and
vendors. Equipment used includes
standard office equipment and on-line purchasing system.
Supervision Received
This position reports to the Manager Purchasing; receives
general direction regarding routine and standard matters; specific instructions
regarding non-routine and sensitive matters.
Supervision Exercised
May direct the work of staff.
Representative Duties
Procures goods and services of a highly technical nature
such as construction projects and district-wide custodial services, as part of
a group of assigned complex commodities; maintains interface with requesters,
suppliers and other district
staff; leads cross-functional teams by coordinating procurement activities for
assigned commodities; negotiates comprehensive district-wide contracts to buy
complex commodities such as audio/visual equipment and services such as
construction projects and custodial contracts from vendors; ensures cost,
quality and delivery terms meet district needs; administers commodity and
service contracts for compliance; identifies problem situations and recommends
corrective action; solicits bids; analyzes and awards contracts based on formal
bid process; researches market trends and provides recommendations regarding
equipment for district-wide use; reviews, selects or recommends suppliers based
on a process that maximizes competition; issues contracts in the form of
purchase orders; leads or chairs major proposal evaluations; may assist legal
department and users in resolving vendor grievances; follows district
purchasing policies and procedures; locates and interviews vendors, including
MBE/WBE, as possible sources; selects method of procurement: invitation for
bid, request for proposal, or request for quote; performs related duties as
assigned.
Knowledge and Abilities
Knowledge of: current public procurement practices, laws and
business ethics; current trends in public and private purchasing; on-line
purchasing systems; contracting procedures; maintenance agreements and
purchasing operations.
Ability to: ability to work independently; instruct users and suppliers on policies and
procedures; translate complex users needs into detailed specifications; perform
mathematical and statistical calculations; prepare and analyze complex
technical specifications and bids; apply sound critical judgement; prepare and
analyze comprehensive reports; communicate effectively orally and in writing;
establish and maintain cooperative working relationships with persons contacted
in the course of performing assigned duties.
Training and Experience
Any combination of education, training, and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in Business Administration
and/or progressive purchasing experience, preferably in a public purchasing
environment. Certification as CPPO,
CPM, or CPPB preferred.

viewing. Some positions may require a Class D Driver’s License.
