Job Summary
Plans, coordinates, and conducts
internal discrimination complaint investigations and performs onsite audits to
ensure compliance with federal, state and local non-discrimination laws and
MCCD’s policies related to non-discrimination, compliance and equity. Assists
the Manager Affirmative Action/EEO with Affirmative Action Program reporting
and related activities.
Scope
This
position works in the area of Affirmative Action/Equal Employment Opportunity.
Work contacts include District and College administrators, faculty, staff,
professional, governmental and community organizations, and the public. Equipment
used includes standard office equipment and various Human Resources Software.
Supervision
Received
This
position reports to the Manager Affirmative Action/EEO; receives general
direction regarding routine matters and specific instructions regarding
non-routine and sensitive matters.

Representative Duties
Investigates
and responds to all internal allegations by employees of discrimination based
on Title VII, Americans with Disabilities Act, Civil Rights Act of 1991, Age
Discrimination in Employment Act, Executive Order 11246, and other federal and
state Affirmative Action/EEO legislation; recommends solutions to
administration to resolve problem areas; plans, coordinates and conducts onsite
audits of all District locations to ensure a discrimination-free workplace and
compliance with Affirmative Action/EEO-related policies and processes; research,
evaluate and report on trends on Affirmative Action/EEO; assists in analysis of
data and special projects related to Human Resource initiatives; makes
recommendations to handle discriminatory environments; works with the Manager
Affirmative Action/EEO to design, coordinate and implement training programs
for administration, faculty and staff on all aspects of Affirmative Action/EEO
Legislation, diversity, and related District policies; works with the Manager
Affirmative Action/EEO to develop and implement Hiring Goals and Affirmative
Action Program reporting in response to analysis of Affirmative Action/EEO
data; keeps current on Affirmative Action/EEO legislation, developments and
practices; performs related duties as assigned.
Knowledge
and Abilities
Knowledge
of: comprehensive federal, state, and local laws, including complex federal and
state regulations, regarding Affirmative Action/EEO program reporting, diversity,
and investigative strategies.
Ability to:
work independently; analyze and interpret complex federal and state
legislation; interpret district policies and procedures; train and supervise
assigned staff; prepare various reports; communicate effectively orally and in
writing; establish cooperative working relationships with persons contacted in
the course of performing assigned duties.
Training
and Experience
Any
combination of education, training, and experience that provides the required
knowledge and abilities. An example of this would be a college degree or
professional certification in business/human resources administration or
related field with demonstrated specialized experience in Affirmative
Action/EEO and investigation process.
Special
Conditions of Employment
Some
evenings, or weekends may be required. Will require travel to different sites. Some positions may require a Class D Driver’s License.
