Job Summary


Organizes and controls the administrative and operational activities of the College Safety Department, at a branch campus or center, under the direction of the Director College Safety. Enforce district rules and regulations to maintain order and ensure a safe environment for students, faculty, staff, and the general public.


Scope


This position works in the area of College Safety; work contacts include administrators, faculty, staff, students, and the public; regulatory personnel from a variety of local, state, and federal criminal justice agencies. Equipment includes an expandable police baton, OC (Oleoresin Capsicum) spray canister, handcuffs, two way system, beeper system, blood-borne pathogen and hazardous material cleaning equipment, motor vehicle access, tool and standard office equipment.


Supervision Received


This position reports to the Director College Safety, who is responsible for the area of College Safety at main, and branch campus or center locations; receives general direction regarding routine matters and specific instructions regarding non-routine matters; may also indirectly report to the administrator who is responsible for the area of College Safety at a branch campus or center.


Supervision Exercised


Supervises certified and non-certified College Safety Officer, dispatcher, temporary staff, students and contract security personnel.


Representative Duties


Implements approved law enforcement methods; may be required to arrest, detain, or subdue a resisting offender using necessary force when appropriate; keep abreast and implement federal, state and local regulations; complies with the Security-Related Procedures and Practices Manual and direct subordinates in its enforcement; ensures compliance with the student right-to-know and crime awareness act; supervises and evaluates the work of assigned staff; develops and implements emergency crowd procedures for college; maintains required records keeping system; organizes and maintains a lost and found area; performs and supervises crime related and/or internal investigations; presents testimony and evidence in court and for administrative hearings; provides and presents information on college safety activities verbally and in writing; publishes weekly reports of incident/crimes which have occurred on the college campus; organizes and supervises surveillance operations; facilitates response to medical emergencies; maintains liaison with law enforcement and other public safety agencies; coordinates the enforcement of traffic and parking regulations; issuance of citations and parking permits; may be assigned to administer the maintenance and assignment of college vehicles and the identification card issuance functions; may be required to administer OSHA programs pertaining to blood-borne pathogens and hazardous materials handling; assures control of administrative and operational activities in the absence of the Director College Safety; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: Arizona Revised Statutes; federal, state and local laws; law enforcement techniques consistent with training at an APOST certified law enforcement training academy; parking and transit services; management and supervisory techniques; decision making and human relation skills.


Ability to: learn, interpret and communicate laws, regulations and policies; train assigned staff; communicate effectively; establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in Criminal Justice or related field and/or proven experience in a supervisory capacity in a law enforcement position.


Special Conditions of Employment


APOST certification or current APOST inactive status (must be able to be reinstated) is required. State of Arizona Class D Driver’s License.


Working Conditions


Positions in this class may be subject to rotating shifts and unusual work hours; carry a beeper; “on call” twenty-four hours a day; sitting, standing or walking for extended periods of time; exposed to danger while enforcing laws and dealing with emergency situations; exposure to disease in the administration of first aid.
