Job Summary
Purchases and negotiates major acquisitions of assigned
categories of goods and services for the district. In the absence of the Manager Purchasing, is responsible for the
supervision of the Purchasing Department and computerized purchasing system.
Scope
This position works in the area of business services. Work contacts include administrators,
faculty, staff, professional organizations, other public entities, and
vendors. Equipment used includes
standard office equipment and on-line purchasing system.
Supervision Received
This position reports to the Manager Purchasing; receives
general direction regarding routine and standard matters; specific instructions
regarding non-routine and highly sensitive matters.

Representative Duties
Negotiates complex or high dollar district-wide contracts,
purchase orders, change orders and claims including major software systems,
telecommunication networks, and networking infrastructure or assigned
commodities; drafts invitation for bids, request for proposals, and contracts;
expedites contract issues and deliveries of high dollar, long lead-time
equipment; analyzes contracts; monitors contract compliance; identifies problem
situations and recommends corrective action; assists Legal Department and users
in resolving vendor grievances; procures goods and services of a highly
technical nature or as part of a group of assigned commodities; maintains
interface with requesters, suppliers and other staff; leads cross-functional
teams by coordinating procurement activities for assigned commodities;
administers contract to ensure cost, quality and delivery terms meet district needs;
solicits bids and analyzes quotations; reviews, selects or recommends suppliers
based on a process that maximizes competition; issues contracts in the form of
purchase orders; leads or chairs major proposal evaluations for purchases of a
districtwide nature including major software systems, telecommunication
networks and networking infrastructure; follows district purchasing policies
and procedures; locates and interviews vendors as possible sources; selects
method of procurement: invitation for bid, request for proposal, or request for
quote; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: comprehensive public procurement practices,
laws and business ethics; current trends in public and private purchasing;
on-line purchasing systems; contracting procedures; maintenance agreements and
purchasing operations.
Ability to: instruct users and suppliers on policies and
procedures; translate complex user needs into detailed specifications; perform
mathematical and statistical calculations; prepare and analyze complex
technical specifications and bids; apply sound judgement in complex situations;
develop and implement procedures relating to particular projects; coordinate
and supervise the work of assigned staff; prepare and analyze comprehensive
reports; communicate effectively orally and in writing; establish cooperative
working relationships with persons contacted in the course of performing
assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in business administration
and/or demonstrated experience in purchasing, preferably in a public purchasing
environment; CPPO, CPPB, or CPM certification
preferred.
Special Conditions of Employment
Some positions may require a Class D Driver’s License.
