Job
Summary
Coordinates
the daily administrative and financial activities for the District Office
Facilities Planning & Development department. Acts as liaison with
administration in support of districtwide facilities development.
Scope
This
position works in the area of facilities planning & development. Work
contacts include administrators, staff and the public. Equipment used includes
standard office equipment and a variety of computer hardware and software.
Supervision
Received
This
position reports to the District Director Facilities Planning &
Development; receives general direction regarding routine matters and specific
instructions regarding non-routine matters.

the work of assigned staff.
Representative
Duties
Assists in the preparation
of required major project development materials for executive decision making;
assists in the development of reporting systems for capital development
activities; trains, advises and provides problem-solving assistance to staff,
Business Services and college representatives regarding financial reporting
systems for capital development; provides assistance in identifying, and
confirms availability of funding sources for capital projects; authorizes the
disbursement of project funds for college-managed construction projects;
periodically reconciles on-line capital financial records; approves journal
vouchers for input to on-line financial records system; maintains financial
schedules regarding available fund balances within program and project budgets;
develops and implements financial policies and procedures for capital project
close-out; researches project data to develop close-out expenditure
reallocations; transmits adjustments to Property Accounting for input to
on-line financial records systems; prepares fiscal year-end financial data
including expenditure accruals; prepares related Governing Board action items;
prepares agenda for the Capital Development Advisory Council (CDAC); interviews
project managers; reviews supporting documentation for project securities
placed in lieu of retention and authorizes the release of payment; researches
information; develops and implements computer software and hardware systems,
and financial record keeping systems; assists with the preparation of annual
operating budgets for the Facilities Planning & Development department and
District Office Maintenance & Operations accounts; monitors the expenditure
of department funds and recommends budget transfers when needed; approves
department operating encumbrances and related invoicing; performs related
duties as assigned.
Knowledge and Abilities
Knowledge
of: general business and public administration; budget development and
management; principles and techniques of accounting control and on-line
computerized accounting systems; principles of project management in the
design-construction process.
Ability
to: analyze and interpret technical information; develop and monitor budgets;
perform complex financial analysis; present information in an easily understood
format; interpret and apply governmental and administrative regulations for
capital development; develop and maintain financial and informational record
keeping systems, policies and procedures; communicate effectively orally and in
writing; establish cooperative working relationships in the course of
performing assigned duties.
Training
and Experience
Any combination
of education, training and experience that provides the required knowledge and
abilities. An example of this would be a college degree in business
administration or accounting and/or experience in general office management
with an emphasis on complex financial systems and record keeping.
