Job Summary
Assists the Director Government Relations and External
Affairs and the Director State Relations in establishing and maintaining
political advocacy networks and communication linkages with governmental
organizations and the community and in advocating on behalf of the District.
Scope
This position works in the area of government relations.
Work contacts may include state, federal, and local elected officials,
governmental and community agencies, administrators, staff, students and the
general public. Equipment used includes standard office equipment and
associated computer software including website management.
Supervision Received
This position reports to the Director of Government
Relations and External Affairs. Receives general direction regarding routine
and standard matters; specific instructions regarding non-routine and highly
sensitive matters.
Supervision Exercised
May provide work direction to interns and/or other assigned
staff.
Representative Duties
Identifies, analyzes and monitors proposed and recently
passed legislation and determines potential impact on the District; prepares
impact analysis of legislation and regulations and prepares District position
statements as required; drafts amendments and laws as directed for introduction
in the Arizona Legislature; monitors progress of bills, committee meetings and
legislature session developments; alerts management to developing problems;
analyzes District's response, recommends solutions and presents solutions to
the Legislature as directed; appears and testifies before legislative
committees; develops a report of laws affecting District programs; develops and
maintains a network of District constituencies; prepares narrative and
statistical reports; conducts research on national and local legislative and
regulatory issues as required; monitors, modifies and maintains office website;
performs related duties as assigned.
Knowledge and Abilities
Knowledge of: activities and operations of local, state and
federal legislative bodies, communities and governmental agencies; legislation
affecting community college districts; techniques of legislative research and
impact analysis; Arizona Revised Statutes and United States Code; a variety of
computer software and applications; website management.
Ability to: perform analytical research; perform legislative
budget analysis; develop and maintain an effective advocacy network;
communicate effectively orally and in writing; establish cooperative working
relationships with legislators, legislative staff, governmental agency staff
and others contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree and/or experience in public
administration, public affairs, political science or government relations with
emphasis on the legislative process and research. Web site management skills
preferred.
Special Conditions of Employment
This position requires some travel and some non-traditional
work hours. Some positions may require a Class D Driver’s License.
