Job Summary
Oversees overall
cashiering function at
college and/or satellite location(s), including organizing, planning,
directing, and implementation of student/staff business services
relating to the
receipt, custody and disbursement of college funds.
Scope
This position works in
the area of
college administrative services. Work contacts include faculty,
administrators,
staff, students, parents and representatives of external organizations. Equipment used standard office equipment and
cash register.
Supervision Received
This position reports to
an assigned
Dean or Vice President and receives broad direction regarding routine
and standard
matters; specific instructions regarding non-routine and sensitive
matters. Cashiering policy directives
are received from the Business Services Division.
Supervision Exercised
Depending
on location/department, may supervise the positions
of
Bursar, Fiscal Technician II, Accounting Assistant, Fiscal Office
Cashier,
students, temporaries, and/or other assigned staff.
Representative Duties
Plans, manages and
directs cashiering functions
of the college and satellite locations; oversees the collection of fees
and
monies owed the college by students. Develops, monitors and evaluates
cashier
office business processes relating to student receivables, and
disbursement of
funds; maintains fiscal integrity of college petty cash funds, expense
advances
and reimbursements etc.; reviews cash counts and oversees funds
replenishment
at multiple sites; develops and evaluates systems of
internal control for the prevention and
detection of fraud and irregularities to include security procedures. Coordinates extensively with various operating
divisions
on campus including, Admissions, Registrar and Financial Aid;
provides
direction and advice regarding
routine and non-routine student financial matters; resolves billing
matters
relating to external college contracts, including Educational Service
Agreements and contracts; negotiates when forming new agreements
including
payment arrangements with external vendors; develops college
departmental business
processes regarding issues of cash handling and billing procedures. Makes
presentations to
all levels of the college regarding petty cash, official functions and
new
programs. Develops, plans and implements viable student payment options
and
coordinates one-stop payment program at college. Insures applicable
regulatory
compliance with governing state and federal requirements. Manages on-site call
center and the collection and
processing of funds from satellite locations. Approves
expenditures against assigned budgets; manages budget transfers and
journal
vouchers, monitors budget and conducts operational planning for office,
ensures
fiscal integrity of college funds; processes NSF checks; trains,
supervises,
and evaluates assigned staff; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: principles
and practices
of cashiering and cash control procedures; security and fraud
detection;
automated accounting and banking systems; institutional purchasing
practices
and procedures; management methods and practices.
Ability to: analyze,
interpret and
prepare budgets and financial reports; supervise assigned staff;
interpret and
implement policies and regulations relevant to cashiering; process cash
transactions; use computerized accounting and banking systems;
communicate
effectively orally and in writing; establish cooperative working
relationships
with persons contacted in the course of performing assigned duties.
Training and Experience
Any combination of
education, training
and experience that provides the required knowledge and abilities. An example of this would be a college degree
or course work in Public or Business Administration or Accounting
and/or
experience in cashiering and fiscal record-keeping involving complex
policies
and procedures in a high-volume or an educational setting, with
supervisory
experience.
