Job Summary


Plans, develops, coordinates, implements and manages college-wide human resources programs and activities to ensure consistent application of district policies and procedures as well as applicable federal and state laws.


Scope


This position works in an assigned area.  Work contacts include administrators, faculty, staff, vendors, students, consultants, outside agencies and the public.  Equipment used includes standard office equipment.


Supervision Received


This position reports to an assigned administrator; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and sensitive matters.


Supervision Exercised


Depending on location/department, may supervise the positions of Coordinator Human Resources Services, Human Resources Technician, Human Resources Assistant, Office Coordinator, Administrative Assistant and/or other assigned staff, students and temporaries.


Representative Duties


Plans, coordinates, administers, manages and monitors employee and adjunct faculty staffing process, applicant tracking, new-hire and screening process to ensure compliance with applicable requirements; manages job requisitioning, recruiting, screening and interview processes; processes reassignments, transfers and separations; supervises assigned staff including a comprehensive records and information center; responds to inquiries requiring a detailed knowledge of policies and procedures of an assigned area; administers unemployment claims; coordinates and monitors year ending HR maintenance and salary changes for all employees; authorizes emergency checks and payroll documents; monitors recruitment and advertising budget;  advises and responds to applicants and employees on human resources policies and procedures including complaints, grievances and corrective action, and state and federal guidelines and regulations; resolves operational problems; monitors committee screening process; develops procedures for department and conducts training sessions related to department procedures, district human resources policies and procedures and human resources issues; may direct recruitment process; may approve personnel actions; may use the budget development system to prepare college personnel budget; prepares reports, spreadsheets and periodic status reports of the college personnel budget; conducts new employee orientation; evaluates and recommends department systems and procedures; participates on committees; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: state and federal laws and regulations related to employment and employee relations practices; supervisory and training methods; record keeping practices; principles and practices of recruitment, screening, interviewing and placement; computerized personnel information systems; payroll and salary administration.


Ability to: work independently providing coordination and implementation for department policies, procedures and activities of assigned area; interpret and communicate policies, procedures and government regulations related to human resources; analyze data; develop and conduct training programs; research and recommend solutions to human resources issues; maintain confidentiality; organize workflow and supervise others; implement records system; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in human resources or related field, and/or professional experience in human resources.


Special Conditions of Employment


May require travel and working evenings and/or weekends. Some positions may require a Class D Driver’s License.
