Job Summary


Organizes, plans, and directs the cash management and investment functions of the District, Federal and State Employment and Income Tax reporting and annual financial audit. Prepares the District's Comprehensive Annual Financial Report.


Scope


This position works in the area of Business Services.  Work contacts include administrators, faculty, and staff, banking representatives, investment advisors and brokers, external auditors, state and county agencies and departments, external legal counsel, and other consultants.  Equipment used includes standard office equipment, and microfiche reader.


Supervision Received


This position reports to the Controller; receives general direction regarding routine and standard matters and specific instructions regarding non‑routine and sensitive matters.


Supervision Exercised


Supervises Accountants, technicians, clerical staff, retirees, and students.


Representative Duties


Responsible for the daily cash management of all District banking, ensuring that sufficient cash is available to meet the District's cash needs and excess funds are appropriately invested; directs the preparation of annual, monthly, weekly, and daily cash flow projections; updates cash flow projections and monitors the cash position of the District daily, both with respect to all operational funds and bond proceeds; analyzes cash and investment needs and provides investment recommendations to the Controller; monitors property tax levy receipts and coordinates the use of funds held by the Maricopa County Treasurer; responds to inquiries regarding tax issues; identifies and resolves or recommends solutions to complex employment and income tax issues; keeps abreast of and interprets Federal and State Employment and Income Tax laws and regulations; directs and coordinates the work of department staff; analyzes and records Property Tax Levy (Primary and Secondary) received; directs and supervises the research and preparation of the District's Unrelated Business Income Tax (UBIT) return; coordinates, analyzes, and reconciles the accounting for and funding of the District's self‑funded Worker's Compensation program; plans and coordinates the annual financial audit with District staff and external auditors; maintains liaison with banking representatives,  Maricopa County Treasurer's Office, investment brokers and external auditors; coordinates financial reporting and preparation of the District's Comprehensive Annual Financial Report (CAFR) and all related documents; responds to audit questions; assists with special projects as assigned by the Controller or the Vice Chancellor for Business Services; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: governmental accounting principles and practices; governmental auditing, accounting, and reporting standards; computerized accounting systems; Federal and State Employment and Income Tax laws and reporting requirements; general banking, investment principles and procedures, and applicable statutory guidance.


Ability to: perform complex accounting work; develop accounting procedures; understand and use computerized accounting systems; supervise, train, and evaluate the work of others; communicate effectively orally and in writing and establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in accounting with experience in governmental accounting, auditing or banking in a supervisory capacity.


Special Conditions of Employment


Position may require prolonged periods of viewing a CRT and microfiche reader. Some positions may require a Class D Driver’s License.
