Job Summary
Plans, advises, and provides functional and technical
assistance for all internal/external retirement programs and pension
plans. Coordinates and monitors
applicable documentation for active retirees, employees, and temporary
employees.
Scope
This position works in the area of Human Resources. Work contacts include administrators,
faculty, staff, insurance carriers, consultants, outside agencies and the
public. Equipment used includes standard
office equipment.
Supervision Received
This position reports to the Director Compensation; receives
general direction regarding routine and standard matters and specific instructions
regarding non-routine and highly sensitive matters.
Supervision Exercised
This position advises Human Resources staff on technical
retirement issues.
Representative Duties
Advises and explains technical aspects of retirement
programs to employees; plans, sets up, tests, implements, maintains, and
updates retirement technology programs and services; prepares test plans and
evaluates test results of system problems; maintains liaison with technical
staff for resolution of system problems; identifies and recommends automation
of retirement processes and functionality; prepares test plans and evaluates
test results; conducts testing on system applications; analyzes new retirement
legislation and performs cost impact as needed; conducts cost benefit analysis
for specified retirement programs; performs analysis on enrollment trends and
retirement patterns of employees; ensure compliance with 218 agreement, ASRS,
SS, and IRS regulations; develops reports and training materials for end users;
trains end users as needed; assists with RFP’s and may direct parts of RFP’s;
prepares reports required by Medicare, SS, and other regulatory agencies;
performs other duties as assigned.
Knowledge and Abilities
Knowledge of: types
of defined benefit and defined contribution retirement plans; IRS, federal,
social security, state, healthcare, taxation on employee and retiree earnings;
ASRS eligibility/benefits; current practices in administration and
implementation retirement related technology systems; statistical recordkeeping
and reporting; mathematical computations; RFP/bidding processes.
Ability to: develop, test and implement automated retirement
processes; research and recommend feasibility of additional retirement
programs; advise on district policies, tax regulations and implications and new
federal/state retirement legislation; maintain confidentiality; calculate
projected retirement income; communicate effectively orally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree and professional experience
in business/human resources and responsible analytical or administrative
experience in one or more of assigned areas.
