Job Summary
Performs a wide
variety of complex budget, financial and policy analyses. Plans, coordinates
and implements processes to develop budget and planning recommendations.
Scope
This position works
in the area of business services. Work contacts include Governing Board
members, administrators, faculty, staff, students, media, outside governmental
agencies and the public. Equipment used includes standard office equipment.
Supervision Received
This position reports
to an assigned administrator; receives general direction regarding routine and
standard matters; specific instructions regarding non-routine and highly
sensitive matters.
Supervision Exercised
May supervise Budget
Analysts or assigned staff on a project-by-project basis.
Representative Duties
Responsible for a
wide range of financial and policy analyses; conducts complex and technically
challenging modeling and forecasting projects and analyses to include annual
revenue and expenditure forecasts, long-term financial plans, financial and
operational impact analyses of legislative proposals, budget and operational
impact analyses for new or modified programs and services, new resource models,
program evaluations, performance measurements and reviews, and evaluations of
links between allocations to the Governing Board, the county, State agencies
and legal publications; assists in the design, implementation and evaluation
processes that secure timely budget development recommendations and decisions
regarding allocations and reallocations; prepares and provides training to
staff, faculty and students; assists in the development, upgrade and
maintenance of the computerized budget system; provides technical and
analytical support to the Financial Advisory Council, other councils,
Government Relations, college and District Office; prepares studies for
external organizations; performs special projects as assigned; performs related
duties as assigned.
Knowledge and
Abilities
Knowledge of:
accounting and budgeting principles and practices; financial and strategic
planning; budget administration; statistics and data collection methods; policy
analysis; financial modeling and forecasting; decision-making processes;
legislative processes; database systems, spreadsheet and flow chart
applications; computerized accounting; budgeting and human resources systems.
Ability to: exercise
independent judgment; manage multiple diverse projects and meet deadlines;
demonstrate project management skills; analyze financial and operational data
and information; think analytically and critically; lead working groups;
prepare comprehensive reports and present ideas clearly and comprehensively
both orally and in writing; establish cooperative working relationships in the
course of performing assigned duties.
Training and
Experience
Any combination of
education, training and experience that provides the required knowledge and
abilities. An example of this would be a college degree in business or public
administration or related field and/or experience in budget development,
analysis and financial planning in a large, complex organization.
Special Conditions of
Employment
Evening and weekend
hours required. Some positions may require a Class D Driver’s License.
