Job Summary

 

Assists the Associate Vice Chancellor Public Affairs and Director of State Relations in establishing and maintaining communication with governmental and community organizations, and with political advocacy networks on federal, state, and local levels. Plans and directs the Student Public Policy forum – a comprehensive student leadership program with student activities and special events to promote student success.  Directs, coordinates and develops specific alternative mode programs and coordinates the administrative and marketing programs which support the district trip reduction program.


Scope


This position works in the area of government relations and trip reduction.  Work contacts include administrators, faculty, staff, students, federal, state and local elected officials, governmental staff members, community agencies, District Governing Board members, executives, outside lobbyists, and general public.


Supervision Received


This position reports to the Director of State Relations; this position receives broad direction as to the goals and objectives to be achieved; receives general direction regarding routine and standard matters; specific instructions regarding non-routine and highly sensitive matter, with broad latitude given for development of program objectives.

 

Supervision Exercised


This position directs the work of Trip Reduction Coordinator, staff, interns, and students in ongoing and special programs, projects and events.

 

Representative Duties


Assists in the implementation of District policies and procedures, planning, organization, and administration of activities; negotiates with state/county elected officials and staff to obtain additional funding, reform community college education and/or preserve programs, and protect the District; analyzes complex political and legislative problems and develops appropriate strategies, solutions, and recommendations; drafts bills and amendments for introduction in the Arizona legislature; represents District as an authorized spokesperson both on an individual basis and before a variety of elected bodies and legislative committees; develops and maintains a network of constituencies, including congressional members, the governor, legislators, local elected officials, their respective staffs, and lobbyists; advises congressmen, legislators, and their respective staffs, governing board members, District Legislative Team, and District management on political and legislative issues; develops, identifies, analyzes, compiles, and monitors proposed and recently passed federal and state legislation and determines potential impact on the District; assists in the development of the District’s legislative platform; requests data and verifies documentation submitted to Arizona legislators; prepares complex narrative, statistical reports for state and national elected officials and organizations; develops and prepares a report of laws affecting District programs; plans, designs, directs and administers student leadership program – Student Public Policy Forum (SPPF); develops and implements specific trip reduction program tasks; directs and coordinates a full range of trip reduction services; advises other college personnel in planning programs and services; participates on college and District committees and task forces related to trip reduction, supervises utilization of the trip reduction amenities; recommends and reviews policies for student and employee use of trip reduction amenities at the college; oversees the production and distribution of trip reduction handbooks, bulletins and other publications; makes recommendations in matters of student discipline; develops and monitors budgets; reviews and controls expenditures; coordinates and presents workshops and seminars related to the trip reduction and SPPF; advises students in eligibility and academic issues related to SPPF; attends trip reduction and SPPF events; supervises assigned staff; provides liaison with community, state and conference organizations related to trip reduction and SPPF; prepares reports, proposals, narrative and statistical reports; conducts research on national and local legislative and regulatory issues as required; monitors, modifies and maintains office website; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: activities operations, local, state, and federal legislative bodies, community and governmental agencies; Arizona legislative process; legislation affecting community college districts; techniques of legislative research and impact analysis; Arizona Revised Statutes; student leadership/development theory and practices; student governance; student outcomes assessment; special funding guidelines and regulations applicable to program; conflict resolution and crisis intervention techniques; federal, state, and local policies and procedures; current practices in the delivery of student and trip reduction programs at post-secondary institutions; student issues; supervision techniques; basic budgeting and financial recordkeeping and control procedures; program and partnership development.

 

Ability to: negotiate effectively; perform complex legislative and budget analysis, conduct analytical research; develop and maintain an effective advocacy network; analyze data, assess needs, diagnose problems; design and perform research activities; organize and manage a college student program; plan, organize and manage multiple activities; develop and monitor budgets; supervise the work of assigned staff and train students and staff in a variety of labor intensive activities; develop and provide trip reduction services to meet the needs of a wide variety of students and employees; communicate effectively orally and in writing and establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree and/or experience in public administration, administrative experience in the management of student services functions, public affairs, political science, or governmental relations with emphasis on the legislative process.


Special Conditions of Employment


This position requires some travel and some extended/flexible work hours.
