Job Summary
Develops,
plans, and coordinates grants processes and procedures with governmental
agencies and corporate foundations for the colleges and education centers.
Scope
This position
works in the area of Educational Development.
Work contacts include administrators, faculty, staff, federal
governmental agencies, and public and private sector funding agencies.
Supervision
Received
This position
reports to the Vice Chancellor for Educational Development; receives broad
direction as to goals and objectives.
Supervision
Exercised
Directly
supervises department secretary.
Provides work direction to faculty and administrators throughout
district in grant preparation procedures.
Representative
Duties
Coordinate the
planning, development, maintenance, and implementation of processes and
procedures related to grants and contracts with governmental and other public
and private agencies and corporations; develops, coordinates, updates and
maintains a system for dissemination of information and opportunities for
preparation of grants and contracts, rules and regulations, guidelines,
applications and submission deadlines to appropriate college personnel;
develops and maintains liaison between federal, regional, and state funding
agencies regarding the negotiations, status and disposition of all grants
applications and contracts submitted; provides technical assistance, advice,
support, and counsel to colleges and district leadership and administration in
the development, planning, implementation and evaluation of grants, contracts,
and designated special projects; develops, updates, and maintains a broad database
of funding sources that include objectives, past performance, and potential for
district; prepares and controls budget,
reviews and analyzes grants and contract planning and management processes,
identifies problem areas, develops and implements changes as appropriate;
matches strategic plan, objectives, and needs with the purpose and objectives
of potential funding agencies; prepares an environmental scan of potential
sources of funding for the district; coordinates required report preparation,
approval, and submission to the funding agencies; facilitates and coordinates
required administrative and personnel functions, including program planning,
budget, supervision and evaluation of assigned staff; performs other duties as
assigned.
Knowledge and
Abilities
Knowledge
of: appropriate state and federal government regulations that pertain to the
management and control of government‑funded projects granted to the
district; district goals, objectives and procedures, rules and regulations;
basic research design.
Ability to: plan and manage work with federal, state, and
local funding agencies; recognize external opportunities that would enhance the
district's goals; recognize and understand actual and potential internal
programmatic linkages and conflicts; negotiate and communicate effectively;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and
Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree and/or experience in grants
and contracts administration at an institution of higher education with
demonstrated experience in the administration of grants and contracts.
Special Conditions of Employment
This position requires frequent travel.
