Job Summary
Directs, develops, plans and coordinates the area of the Health Care Integrated Educational System (HCIES) competency assessment. Serves as a liaison to college admissions and records, testing centers and faculty for competency-based assessment testing and evaluation.
Scope
This position works in the area of HCIES. Work contacts include administrators, faculty, staff, students, representatives of local, state, national and international educational institutions, community organizations, vendors and consultants. Equipment used includes standard office equipment.
Supervision Received
This position reports to the District Director Healthcare Education; receives general direction regarding routine and standard matters; specific instruction regarding non-routine and sensitive matters.
Supervision Exercised
Supervises
assigned staff and temporaries and provides work direction to staff, faculty
and consultants on project assignments.
Representative Duties
Directs, develops, and administers the ICAN activities and processes including test development and administration of the Competency Assessment Tests (CATs) at the college testing centers; evaluates the test items effectiveness; evaluates transcripts, certifications, State licenses, course competencies and other applicant materials for advanced placement into the health programs including credit by evaluation for health care courses; evaluates curriculum for equivalency; maintains and updates strategic initiatives milestones; coordinates with faculty and provides consultation regarding development of assessment tools for evaluation; assists faculty in writing test items and developing test item banks; evaluates all test with industry standard statistical analysis; develops, distributes and maintains all ICAN materials and reports; manages the ICAN credit by evaluation database; develops and distributes communication documents within MCCCD and the community; develops and maintains all knowledge and skills based Competency Assessment Tests (CATs); maintains the validity of all CATs; selects and maintains other related assessment tests as appropriate; develops and maintains all standards, processes and protocols needed for the implementation and maintenance of CATs, HCIES assessment testing, advanced placement; implements research and evaluation programs and provides data and reports; consults with MCCCD/HCIES regarding the ICAN activities and assessment testing as requested; participates in all HCIES councils, task forces, community activities and committees as appropriate; develops community partnerships to provide assessment services based on feasibility analysis findings and provides needed services; maintains up-to-date information on competency based instruction, assessment and assessment testing; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: educational and outcomes assessment design and
methods; competency-based instruction, assessment and evaluation; competency
test design, reliability and validity; statistical analysis; use of computers
in assessment applications.
Ability to: use assessment and statistical methods; assess
community-related college needs; coordinate multi-college common needs for
assessment; administer the reporting of the didactic and skills competency
assessment tests; create, validate and maintain secure confidential test
question banks; prepare appropriate evaluation summaries; identify and consult
on methods for improving assessment methodologies; communicate effectively both
orally and in writing; establish cooperative working relationships with
individuals contacted in the course of performing assigned duties.

Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in education, or related
field including health, and/or experience in competency-based education,
assessment, evaluation or curriculum and instruction in a college system.
