Job Summary

 

Develops budgets for proposals for external funds; plans, maintains and monitors budgets for the Grants Development Department; provides post-award orientations/training to project directors and key administrators regarding grants management of externally funded programs. Monitors investment of assets, reviews and monitors the distribution of funds and stewardship of gifts. Researches compliance and reporting requirements of externally funded programs in accordance with general and specific funding source and district regulations, policies and procedures.


Scope


This position works in the area of resource development. Work contacts include faculty, staff, administrators and representatives from federal, state, and local government entities, Directors of Maricopa Community Colleges Foundation’s Finance Committee and private donors. Equipment used includes standard work equipment.


Supervision Received


This position reports to the assigned administrator; receives general direction regarding routine and standard matters; specific instructions regarding non-routine and sensitive matters.

Representative Duties


Develops and reviews budgets for proposals for external funds; provides fiscal information and advises faculty and administrators in the planning and development of budgets; reviews and recommends financial terms, budget and cost-sharing arrangements at the proposal development stage based on funding source requirements; provides post-award orientations and training to project directors and key administrators regarding grants management of externally funded projects and audit issues; provides project directors and staff with technical assistance in analyzing problems, identifying alternative solutions and determining consequences of proposed actions; researches compliance and reporting requirement of externally funded programs in accordance with general and specific funding source and district regulations, policies and procedures; determines the most appropriate and effective policies, procedures, forms and guidelines for ensuring compliance; assists with the development of grant subcontracts and coordinates review with Legal department; provides assistance to grants and development administrators in obtaining required approvals for externally funded programs; monitors all financial processes related to the fundraising activities of the Maricopa Community Colleges Foundation and District Resource Development Department; identifies the fund assignment for gifts to the Foundation; monitors investment of assets, reviews and monitors distribution of funds and stewardship of gifts; plans, maintains and monitors budgets and prepares periodic budget reports for managers; compiles and analyzes fiscal data; develops, updates and disseminates information to ensure compliance with all requirements of externally funded programs; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: principles and practices of all phases of externally funded program activities in a higher education environment; principles of accounting, financial management and audit; distribution and allocation of funds and fund management; principles and practices of gift management; district-wide policies and procedures; federal, state and other statutes; policies, procedures, codes, regulations, forms and audit compliance for externally funded programs; principles and practices of budget preparation and administration with emphasis on those specific to gift management and externally funded programs; a variety of computer software.

 

Ability to: analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; conduct informational research and prepare reports; analyze, interpret and implement systems for compliance with externally funded program policy regulations and requirements and donor terms and conditions; make effective presentations; communicate effectively orally and in writing; establish cooperative working relationships in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in accounting or business administration or related field and/or fiscal experience related to externally funded projects or financial management of non-profit organizations. CPA preferred.
