TITLE: MANAGER ACCOUNTING

Job Summary

 

Plans and directs all aspects of an assigned accounting area. Performs a wide range of advanced professional and highly technical accounting work of a varied nature within assigned areas of financial responsibility for the district.

 

Scope

 

This position works in the area of business services.  Work contacts include administrators, faculty, staff, professional organizations, other public entities, outside consultants and vendors.  Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to the Director Financial Services & Controller.  Receives general direction regarding routine and standard matters; specific instruction regarding non-routine and highly sensitive matters.

 

Supervision Exercised

 

May supervise the positions of Accountant I, Account II, Senior Accountant, Accounting Assistants, clerical staff and/or other assigned staff.

 

Representative Duties

 

Leads or chairs the development or revision of procedures or operating policies; develops and implements new or revised accounting systems; recommends alternatives to management when accounting data indicates trends or situations requiring action; reviews accounting and reporting systems, procedures and completed assignments of other staff to ensure compliance with MCCCD policy and outside agency regulations; provides technical advice and services to other accountants or MCCCD staff with problems, complex issues or special projects; performs analysis and recommends adjustments to District-wide operations and provides specialized reports; coordinates and manages multiple complex accounting projects; trains and evaluates accounting staff; performs technical and managerial problem solving; responsible for specialized assignments that have a high overall impact to MCCCD's financial statements; coordinates and supervises department audit responsibilities, scheduling and updating of audit documentation; analyzes records of expenditures and encumbrances and recommends necessary changes; checks and verifies the accuracy and completeness of budgetary accounting records; prepares budget documents such as updated estimates, base requests and budget adjustments; consults with, advises and provides training district-wide on recording transactions and analyzing fiscal records; provides instruction district-wide on technical accounting, taxation and reporting matters; interprets the application of related laws, rules and regulations; reads and interprets contents of legal agreements as they pertain to accounting and tax issues; prepares and reviews various reports to external federal and state reporting agencies; demonstrates continuous effort to improve operations, decrease turnaround times and streamline work processes; supervises assigned staff; performs related duties as assigned.

 


Knowledge and Abilities

 

Knowledge of: Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS); accounting theory, standards, and practices; budget and grant administration; tax laws and their application to various accounting transactions and problems; management principles and practices; computerized accounting system; spreadsheet applications.

 

Ability to: translate complex customer needs into detailed specifications; perform and review mathematical and statistical calculations; produce written documentation such as financial statements and reports; apply sound critical judgement in highly complex situations; develop and implement procedures; prepare and analyze comprehensive financial reports; analyze and interpret fiscal and accounting records; coordinate workflow and supervise assigned staff; communicate effectively orally and in writing; establish cooperative working relationships in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in accounting or related field and/or professional experience in accounting or auditing in a supervisory capacity. CPA or CGFM certification preferred.
