Job Summary
Directs the Accounts Payable (AP) operations districtwide
with emphasis on timely and correct payments to vendors.
Scope
This position works in the area of business services. Work contacts include administrators,
faculty, staff, external auditors and vendors.
Equipment used includes standard office equipment and various software
applications.
Supervision Received
This position reports to the Director Financial Services
& Controller; receives general direction regarding routine and standard
matters; specific instructions regarding non-routine and highly sensitive
matters.
Supervision Exercised
Supervises the positions of Account Payable Technician,
Accounting Assistant, Accounting Technician, Fiscal Technician and/or other
assigned staff.
Representative Duties
Manages and plans accounts payable administrative computing
system; provides training and general guidance to internal community in the
area of accounts payable procedures and system access; evaluates and recommends
appropriate internal controls over operations; leads the district-wide effort
for testing, enhancing and implementing the accounts payable computer system;
coordinates computer system needs with information technologies programming
staff; resolves complex operational problems; conducts short-term and long-term
operational planning; develops and/or recommends district-wide accounts payable
procedures; works directly with external auditors; analyzes and resolves
problems associated with vendors; audits vendor accounts for accuracy including
application of sales/use tax; analyzes, reconciles and edits accounts payable
interface to general ledger system; generates and analyzes reports used for
enhancing efficiency and effectiveness of district office and college accounts
payable processing efforts; supervises, trains and evaluates assigned staff;
performs related duties as assigned.
Knowledge and Abilities
Knowledge of: standard office practices, procedures and
equipment; accounting principles and practices; sales and use taxes;
computerized accounts payable system.
Ability to: manage a centralized accounts payable function;
train and evaluate staff; analyze and develop operating systems, reports and
procedures for the accounts payable function; interpret procedures to others;
communicate effectively orally and in writing; establish cooperative working
relationships in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in business administration,
accounting or related field and/or professional level experience in the
supervision of an accounting function.
