Job Summary
Manages the overall maintenance and custodial activities and
contracted services necessary to operate and maintain the buildings and grounds
while providing a safe environment for faculty, staff, students and visitors to
the college/center or district facility.
Scope
This position works in an assigned area. Work contacts include administrators, faculty,
staff, students, general public, vendors, contractors, government and other
regulatory agency staff. Equipment
includes standard office equipment and may include general maintenance
equipment.
Supervision Received
This position reports to the District Director Facilities
Planning & Development; receives general direction regarding routine and
standard matters; specific instructions regarding non‑routine and
sensitive matters.
Supervision Exercised
Depending on
location/department, may supervise the
positions of Building Maintenance Technician, Utilities Worker, College Safety
Officer, Dispatcher and/or other contracted services staff.
Representative Duties
Plans, organizes and directs the maintenance, operations and
security activities for a college or district facility; insures compliance with
federal and state environmental and safety regulations to include occupational
safety, hazardous materials, waste and other similar concerns; writes contract
and bid specifications; develops and controls department budget; coordinates
construction activities with district staff and contractors; supervises outside
contractors; coordinates craft activities; responsible for inventory
control, district and/or college vehicles
including the maintenance of and issuance to staff for related activities;
provides cost estimates for new and remodeled facilities; develops policies and
procedures; hires, trains and evaluates staff; recommends physical plant
maintenance and repairs; manages and monitors major and preventive maintenance
programs; provides recommendations and accommodations for handicapped access;
initiates requisitions for equipment, materials and supplies; files reports;
responds to complaints; oversees sub contracted areas such as security and
custodial services; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: federal and state regulations
concerning environmental and security issues; current practices of maintenance
and operations in the areas of heating, ventilation, air conditioning,
electricity, equipment and vehicle maintenance; carpentry, plumbing, painting,
groundskeeping and housekeeping; governmental codes and regulations related to
safety, fire, construction and public access.
Ability
to: supervise the work of skilled crafts persons and other departmental
employees; maintain accurate records; develop cost estimates and budgets; work
with contractors and architects; interpret and communicate laws, regulations
and policies; communicate effectively orally and in writing; establish
cooperative working relationships with persons contacted in the course of
performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be course work in management, construction or
related field and experience in maintenance, operations and security, with
direct experience in supervising crafts and contractors.
Special Conditions of Employment
A valid Class D Arizona driver's license is required. This position is on a 24‑hour
emergency call.
Working Conditions
Position in this class may occasionally require strenuous
lifting of up to 50 pounds, bending, climbing, etc.
