Job Summary
Organizes and implements fiscal services at a college and/or
satellite location, with an emphasis on budget and cash control in accordance
with policies and procedures of the District Business Services Division.
Scope
This position works in the area of college business
services, finance or fiscal services and serves as a liaison between college
personnel and the District Business Services Division. Work contacts include administrators,
faculty, staff, students, vendors, and government agencies with whom the
college does business. Equipment used
includes standard office equipment.
Supervision Received
This position reports to an assigned administrator
responsible for college business services, and receives broad direction
regarding routine matters. Fiscal
policy directives are received from the Business Services Division.
Supervision Exercised
Depending on location/department,
may supervise
the positions of Fiscal Technician, Accounting Assistant and/or students and
temporaries.
Representative Duties
Assists college administrators in budget preparation;
approves all expenditures against budget; makes budget transfers and journal
entries; ensures fiscal integrity of college funds; develops fiscal office
procedures and policies; supervises on‑line cashiering and record keeping
function which collects student fees, fines, loan payments, etc. and issues
scholarship, financial aid and Veterans' Administration checks, deferments and
refunds; administers petty cash, expense advances and reimbursements;
institutes collection proceedings as necessary for defaults, non‑sufficient
fund checks, and other debts; receives, processes and submits payroll
documents; distributes paychecks; organizes cashiering and security procedures;
reviews, approves and submits purchases requisitions; acts as buyer for limited
purchase orders; may assist in operation, purchase and lease of college
vehicles; may supervise receiving, duplicating and/or mailroom functions;
advises and provides problem‑solving assistance to college staff on
fiscal matters; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: principles and practices of fiscal operations; automated accounting
systems; institutional purchasing practices and procedures; policies and
procedures of the District.
Ability
to: analyze, interpret and prepare budgets and financial reports; supervise
staff; learn, interpret and implement policies and regulations relevant to the
use of various restricted funds; communicate effectively orally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be college level coursework or degree in
business administration or accounting and/or responsible experience in fiscal
operations and automated accounting systems, preferably in an educational
environment with supervisory experience.
