Job Summary
Organizes, develops and directs the implementation,
customization and maintenance of the district-wide financial accounting system.
Scope
This position works in the area of business
services. Work contacts include administrators, business and government
agencies, technical consultants, and other educational institutions. Equipment
used includes standard office equipment and a variety of computer hardware and
software.
Supervision Received
This position reports to the Director Financial
Services & Controller; receives general direction regarding routine and
standard matters and specific instructions regarding non-routine and sensitive
matters.
Supervision Exercised
Supervises
the positions of Business Systems Analyst, Administrative Assistant, and/or
other assigned staff.
Representative Duties
Plans and recommends both short-term and long-range
strategies and solutions to computer system, financial accounting, and
reporting problems having a district-wide impact; maintains current knowledge
of district-wide computerized applications; ensures integration of all
applications to capture, process, and store financial data; schedules all
aspects of periodic and year-end system closings for financial applications;
recommends and implements updated computerization methodology to increase
efficiency and effectiveness; participates in district-wide committees on technical
accounting system issues; analyzes impact of District applications and policy
revisions on the financial systems; designs and implements system controls and
procedures to ensure integrity of District's financial accounting and
reporting; supervises, trains and evaluates assigned staff; performs related
duties as assigned.
Knowledge and Abilities
Knowledge of: governmental accounting principles and
practices; financial computer applications of governmental and/or educational
systems; applicable federal and state laws and regulations; interrelationship
between all programs within assigned area; strategic planning.
Ability to: supervise assigned staff; identify,
analyze and implement solutions to complex financial systems issues; plan,
organize and manage projects; administer the installation and implementation of
financial, and financial-related applications; effectively utilize computerized
accounting systems; communicate effectively orally and in writing; establish
cooperative working relationships with persons contacted in the course of
performing assigned duties.
Training and Experience
Any combination of education, training and
experience that provides the required knowledge and abilities. An example of
this would be a college degree in business, information technology, or related
field and/or experience in financial system implementation or customization in
a supervisory capacity.
