Job Summary
Organizes, develops and directs complex
analyses of business and/or technological problems which include the
development/implementation of corresponding business and/or
technological applications and strategies for problem solutions.
Directs technology or functional user groups through workflow analysis,
development and implementation of technology‑based and procedural
solutions to enhance and provide ongoing support to a variety of
functionalities.
Scope
This position
works in an assigned area. Work contacts include administrators,
faculty, staff and students, councils, professionals, software,
hardware and/or application vendors, business and government agencies
and other educational institutions throughout the state and nationally
as applicable. Equipment used includes
standard office equipment, audio/video equipment, and a variety of computer hardware and
software applications.
Supervision Received
This position reports to an assigned
administrator; receives general direction regarding non‑routine and
sensitive matters.

Depending on location/department may
supervise or direct the work
of assigned staff.
Representative Duties
Plans, directs, implements and evaluates
functionality-based technological applications; develops and
coordinates implementation of new technology programs and services;
plans, sets up, tests, implements, maintains and updates technology
programs and services; identifies the scope and impact of business
problems at an organizational and functional level; identifies all
appropriate functional and/or technological data from each affected
area to collect and analyze; recommends and directs the development of
strategic solutions utilizing technology and identifies the impact of
those solutions on different areas of organization and functionalities;
identifies and recommends automation of processes and functionality;
oversees the planning and implementation of solutions for identified
projects; tests data to ensure accurate data flow to all affected
areas; debugs technological problems to prevent errors to linked
sub-systems; tests technological applications, analyzes the results,
and adjusts setup as necessary to support functionalities; may document
changes to the functional and/or technological system; keeps abreast of
current trends in technology applications and federal and other
regulations that affect systems compliance; assists end users in
troubleshooting and problem solving in the use of applications; may provide functional training to
end users of various software applications; may develop
informational literature and user materials for new technology based
solutions and associated functionalities; may implement security
applications; may develop and/or
recommend budget requests for operational, capital, revenue and grant
funds to the Vice Chancellor or other administrator; maintains
liaison with business, vendors, professionals and other educational
institutions; serves on appropriate college or district wide
committees; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: current practices in the
administration of technology programs; development and implementation
of technology based systems; interrelationship between all technologies
and functionalities within assigned area; research, design and related
techniques; use of information technologies in educational,
administrative and statistical applications; strategic planning; basic
principles and techniques of training and customer service; staff
development and evaluation processes; budget preparation and evaluation.
Ability to: plan, direct, implement and
evaluate technology applications; coordinate and direct the activities
of others; supervise assigned staff; analyze complex data; assess
functional needs, identify and evaluate alternatives utilizing
technology; diagnose problems, recommend appropriate solutions and
weigh organizational impact; facilitate group discussions; make
effective oral and written presentations; communicate effectively
orally and in writing; establish cooperative working relationships with
persons contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training and
experience that provides the required knowledge and abilities. An example of this would be a college degree
in business, information technology or related field and/or experience
in operational management, systems analysis or research, development,
management and planning of programs to meet business needs.
