Job Summary

 

Plans and directs all aspects of reporting, cash management and fiscal compliance responsibilities associated with externally funded grants, contracts and capital projects.  Directs and oversees the annual district-wide inventory, stewardship of capital assets, upgrades and maintenance of Oracle Asset fixed asset financial system.

 

Scope

 

This position works in the area of Business Services.  Work contacts include executive management, administrators, staff, federal, state, and local granting agencies, external auditors and program reviewers, outside consultants and vendors.  Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to the Director Finance/Controller.  Broad latitude given in the development and implementation of control procedures relative to stewardship of: District assets, inventory control, regulations and grant requirements, contracts and capital projects.

 

Supervision Exercised

 

This position supervises Accountants I & II's, Senior Accountants, Prinicipal Accountants, assigned staff and students.

 

Representative Duties

 

Directs work areas responsible for grants, plant fund, and fixed assets accounting; coordinates with administrators on business operations; initiates and implements district-wide accounting policies, procedures, and controls relative to area of responsibility; constructs procedural controls to provide quality assurance over the integrity of the District's financial accounting and reporting for Restricted and Plant Fund activity; analyzes, researches, and resolves complex accounting issues; provides technical assistance and direction to college and grant administrators in fiscal and compliance management of external funds and capital projects; reviews, analyzes and approves various financial schedules and reports; serves as the District's capital fiscal agent and maintains budgetary control over capital accounts; plans and directs annual district-wide inventory; establishes and maintains adequate controls to ensure District assets are properly safeguarded; analyzes preparation of cash flow projections as they relate to bonded indebtedness and timing of related issues; analyzes budget data and prepares projections to facilitate development of future year's Restricted and Plant Funds budgets; prepares Annual Budgeted Expenditure Limitation Report; plans and directs the annual single and radio station's audit with District staff and external auditors; coordinates the issuance of applicable audit/financial reports; reviews, and analyzes financial statements and accompanying footnotes for the Restricted and Plant funds; supervises assigned staff; directs the preparation of indirect cost proposal; keeps abreast of Government Accounting Standards Board procedures, pronouncements, and guidelines; identifies new developments and/or, emerging issues impacting required financial reporting; performs related duties as assigned by Director Finance/Controller and Vice Chancellor of Business Services.

 

Knowledge and Abilities

 

Knowledge of: governmental accounting theory, principles and practices; federal circulars and publications; governmental auditing, accounting, and reporting standards; financial planning and budgeting; computerized accounting and financial reporting systems; District's procurement policies and procedures; debt financing options, requirements and accounting treatment.

 

Ability to: apply complex accounting methodology, develop accounting procedures and provide technical direction; coordinate district-wide projects; interpret financial accounting and budget information and internal/external policies and regulations; review and analyze comprehensive financial reports; prepare analyses for budget projections; design and implement centralized systems and programs for fixed assets and grants accounting and reporting; organize work flow and supervise, train, and evaluate the work of others; communicate effectively orally and in writing; establish cooperative working relationships in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in Accounting or a related field and/or professional level experience in accounting.  Certification as a C.P.A. and supervisory experience preferred.
