Job Summary
Directs, plans, and coordinates the design, development,
implementation, and usage of the districtwide Decision Support Systems, which
conduct districtwide institutional research, student tracking, institutional
effectiveness, and articulation.
Scope
This position works in the area office of Student and
Educational Development. Work contacts
include the Chancellor, Vice Chancellors, College Presidents, administrators,
staff, faculty, representatives from other government agencies and educational
institutions throughout the state.
Equipment used includes standard office equipment and a variety of
mainframe and microcomputer hardware and software.
Supervision Received
This position reports to the Vice Chancellor of Student
Educational Development; receives general direction regarding routine and
standard matters and specific instructions regarding non‑routine and
sensitive matters.
Supervision Exercised
Supervises Programmer Analysts, Systems Programmers,
interns, students and temporaries.
Provides work direction to research administrators and other staff as
assigned to various projects.
Representative Duties
Directs the design, development, and implementation of
districtwide institutional research databases and programs; administers the
usage and operation of the districtwide institutional research databases and
programs; advises districtwide users of the districtwide institutional research
databases on the selection of hardware and software; plans for collection
methods and analysis of districtwide quantitative and qualitative data for
evaluation of institutional effectiveness according to NCA criteria and to
support decision making at the college and district office; assists
districtwide in the planning for collection, storage, and analysis of
quantitative and qualitative data for assessing student academic achievement
according to NCA criteria and to support continuous instructional improvements
efforts; analyzes institutional data and prepares detail and summary reports
for grants, proposals, strategic and operational plans and budgets; directs the
development of the short‑term and long‑term capital plan and
budget; plans and directs the purchasing of computer equipment and other capital items; assures the
integrity of data, software, and hardware; allocates assigned staff and
computing resources; researches and analyzes new technological products; develops
departmental policies and procedures; prepares and monitors budget; performs
related duties as assigned.
Knowledge and Abilities
Knowledge of: statistics and their application to
institutional research; research design and techniques; preparation of grants
and proposals; mainframe computer hardware and software; micro computer
hardware and software; computer networks; methods practices and terminology
used in systems analysis, design, and development; Decision Support Systems;
operational systems such as student information, financial, human resources,
and budget; World Wide Web site development and site management.
Ability to: plan, organize, and manage multiple complex
projects; plan, organize, evaluate, and manage the work of staff; identify, analyze,
and diagnose problems and recommended appropriate solutions; analyze complex
data; integrate data into institutional research; develop budgets; develop and
conduct effective training sessions; communicate effectively orally and in
writing and establish cooperative working relationships with persons contacted
in the course of performing assigned duties.
Training and Experience
Any combination of education, training, and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in education,
administration, research, computer information systems, or a related field
and/or experience in administration, computer services, research, or systems
development.
