Job Summary
Designs, develops, directs, and implements the district-wide
business process analysis program, develops and provides business process
analysis training classes, and conducts business process analysis projects.
Scope
This position works in the area of Employee and
Organizational Development. Primary work contacts include administrators,
faculty, councils, staff, students, and the external community. Equipment used
includes standard office equipment, audio/video equipment, and a variety of
computer hardware and software applications.
Supervision Received
This position reports to the Director Employee and Organizational
Development; receives general direction in the development of organizational
process analysis programs and training and specific instructions regarding non
routine matters.
Supervision Exercised
Supervises the positions of Senior Organizational Process
Analyst and Organizational Process Analyst; provides consultative direction,
training, and support to College Organizational Process Analysts and business
process project work teams.
Representative Duties
Manages, coordinates, and leads the District Organizational
Process Analysis Team; conducts research for business process analysis
projects; designs and develops programs; designs, develops, and delivers
training curriculum and materials; develops business process analyst courses;
performs business process analysis services including project management,
business process information collection, improvement analysis, and
documentation development; assesses and evaluates program components; sets up
and tests technological applications, analyzes the results, and documents
changes to the functional and/or technological system; develops informational
literature and user materials for new technology based solutions; may implement
security applications; writes and coordinates team reports; develops program
promotional strategies and marketing campaigns; makes oral and written
presentation to administrators and employee groups; stays current with changes
in MCCCD policies and procedures; may develop and/or recommend budget requests
for operational, capital, revenue and grant funds; maintains liaison with
business, vendors, professionals and other educational institutions; serves on
appropriate college or district wide committees; performs related duties as
assigned.
Knowledge and Abilities
Knowledge of: principles, methods and techniques of project
management, process flow, change management, continuous process improvement,
facilitation skills, and business process documentation; structured business
process analysis methodology such as Six Sigma or similar methodologies;
benchmarking, process performance measurements, and metrics; statistical
analysis, dashboard, and performance monitoring; research, design and related
techniques; strategic planning; organizational development; changing technology
as it affects business process analysis; adult learning theory, curriculum, and
training development; administration, staff, and program development;
leadership, management, supervisory, and communication principles and
techniques; staff development and evaluation processes; budget preparation and
evaluation; marketing techniques.
Ability to: analyze complex data; assess functional needs,
identify and evaluate alternative solutions including the use of technology;
diagnose problems, design effective solutions, weigh organizational impact,
continuous improvement, and assessment; facilitate group discussions;
coordinate and direct the activities of others, supervise assigned staff;
communicate effectively orally and in writing, establish cooperative working
relationships with persons contacted in the process of performing assigned
duties.
Training and Experience
Any combination of education, training, and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in Business Administration,
Adult Education, Organizational Development or related field. Training and/or experience in Six Sigma, Total Quality Management, or business process improvement.
Special Conditions of Employment
Positions in this class may
require prolonged monitor viewing, extended periods of standing, and daily
travel or temporary relocation to and from MCCCD colleges during projects. Some
positions may require a Class D Driver’s License.
