Job Summary

 

Plans, develops, interprets and implements Payroll/Compensation program/activities designed to ensure consistent application of the District's policies/procedures and federal/state legislation.

 

Scope

 

This position works in the area of District Human Resources/Payroll/Compensation. Work contacts include administrators, faculty, staff, consultants, vendors, outside agencies and the public. Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to an assigned administrator; receives general direction regarding routine and standard matters and specific instructions regarding non-routine and sensitive matters.

 

Supervision Exercised

 

May supervise the positions of Senior Human Resources Analyst, Human Resources Analyst, Human Resources Assistant, Human Resources Technician, Benefits Specialist, Compensation Technician, Payroll Specialist and/or other assigned staff.

 

Representative Duties

 

Develops, plans and administers Human Resources programs and policies of MCCCD; resolves complex operational department problems; interprets and maintains compliance with federal and state laws such as ADA, FMLA, FLSA, IRS and ADEA; interprets and administers programs such as unemployment compensation, salary administration, cafeteria plans, garnishments, DES, and related benefits programs, payroll system operations, retirement operations and annual updates; tests system processes for system conversions; recommends system enhancements to comply with new regulations and processes; keeps abreast of and adheres to federal and State statutes and internal policies; administers budget; analyzes data and makes recommendations and plans of action; supervises and trains assigned staff; may write bid specifications and participate on RFP committees; verifies data and prepares reports required by internal and external agencies; performs special projects and initiatives assigned by the Director or Vice Chancellor; performs related duties as assigned.

 

Knowledge and Abilities

 

Knowledge of: Payroll/Human Resources management related to the areas of personnel practices relative to employment, employee relations, employee training, HRIS systems, evaluation methods, salary administration, payroll, benefits and retirement; federal and state laws; tax and IRS laws; principles and practices of policy group negotiation and employee/supervisor mediation; progressive discipline and employee performance appraisal philosophy; distanced recruitment and communication; statistical concepts and data collection methods.

 

 

 

 

Ability to: remain current regarding trends and developments in human resources/payroll; research and develop strategies and recommend direction for programs; exercise considerable judgement and discretion; write bid specifications for RFPs; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a degree in human resources management, accounting, personnel administration or related field and/or extensive professional experience in the administration of a complex Human Resources program with an emphasis in the area of compensation or payroll.  Human Resources or Payroll certification is preferred.

 

Special Conditions of Employment

 

Must be able to attend events on evenings and weekends.
