TITLE:  SPECIAL ASSISTANT TO VICE CHANCELLOR HUMAN RESOURCES

Job Summary


Assists the Vice Chancellor for Human Resources in assigned special projects and/or operational management initiatives.  Provides oversight for external and internal customer service initiatives in all functional areas. Conducts research, devises strategies and coordinates collaboration of assigned projects.


Scope


This position works in the Vice Chancellor for Human Resources’ Office.  Work contacts may include college and District administrators, faculty, staff, a variety of community, governmental and business organizations, other educational institutions and the public.  Equipment used includes standard office equipment.


Supervision Received


This position reports to the Vice Chancellor for Human Resources; receives general direction regarding routine and standard matters and specific instructions regarding non‑routine and sensitive matters.


Supervision Exercised


Depending on location/department, may provide work direction to office staff and consultative advice to a variety of administrators and staff throughout the District.


Representative Duties


Recommends strategies and implements hiring enhancement initiatives; recommends action plans and coordinates initiatives resulting from revised policies and regulations approved by the Board:  Hiring of Relatives, Special Services Employment Contracts, Employment Standards etc; participates in the implementation of targeted division organization structure changes resulting from recommendations of the HR consultant; performs special projects for the VC HR to include implementation of District/college policies and procedures, planning, organization, and administration of functional areas related to the office of the VC HR; coordinates departmental or division programs, initiatives, and meetings as assigned; may prepare recommendations regarding staffing patterns organization structure,  and personnel selection; maintains liaison relationship with assigned District/college offices, faculty, staff and other educational institutions and the community; identifies business and employee training needs, related issues and trends and develops programs or operational changes to address those needs; collects and analyzes data for implications regarding policy implementation, project, and/or program initiatives; may consult with faculty or administrators regarding program evaluation; monitors the operation of assigned programs; participates on assigned college and/or District committees and task forces; represents the VC HR as directed; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: Human Resources management that may include any of the following areas of personnel practices relative to recruitment, employment, employee relations, grievance and appeal processes, employee training, HRIS systems, evaluation methods, salary administration, payroll, benefits and retirement; affirmative action principles and multi-cultural constituencies; federal and State laws; healthcare legislation; principles and practices of policy group negotiation and employee/supervisor conflicts; progressive discipline and employee performance appraisal philosophy; national recruitment techniques; statistical concepts and data collection methods..


Ability to: represent the Vice Chancellor for Human Resources to a wide variety of constituencies; coordinate projects and activities with others; work independently; remain current regarding trends and developments in human resources; research and develop strategies and recommend direction for programs; exercise considerable judgment and discretion; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in human resources management, personnel administration or related field and/or extensive professional experience in the administration of complex human resources.


Special Conditions of Employment


May attend events on evenings and weekends. Some positions may require a Class D driver’s license.
