Job Summary

Performs a variety of complex information systems audit responsibilities throughout the District. Assesses information system development projects for feasibility and risks. Investigates fraud and illegal acts involving computer systems.

Scope

This position works in the area of internal audit. Work contacts include Governing Board members, district and college executives, administrators, faculty, staff, students, external organizations and agencies. Equipment used includes standard office equipment.

Supervision Received

This position reports to the Director Internal Audit & Management Advisory Services and may receive direction from the Principal Auditor on a project-by-project basis.

Supervision Exercised

May provide work direction to an assigned staff on audit assignments.

Representative Duties

Assesses information systems application development, implementation and processing risks that warrant audit attention; plans and manages information systems audit which evaluates control environments in computer applications of varying complexity using sound information systems audit principles, skills and techniques to provide appropriate levels of audit coverage; identifies skills/resources needed to assess complex technology applications (e.g. new operating system implementations, new network control tools, etc.); applies information systems development, implementation and operation control concepts in a wide variety of technology settings and assesses the results from ineffective or missing control practices; evaluates information system audit results from management's perspective; evaluates overall audit results, weighing the relevancy, accuracy and perspective of conclusions against the accumulated audit evidence both for individual technology processes as well as for the technology application; communicates results of audits; provides consulting services for information systems issues including development of district-wide information systems standards, policies and procedures; provides leadership on a variety of internal departmental projects (i.e., three-year audit plan, annual report, Audit and Finance Committee reports, major initiatives, internal control related training and other assigned projects); recommends improvements to departmental practices and processes; performs related duties as assigned.

Knowledge and Abilities

Knowledge of: information systems auditing standards; applicable government auditing and accounting standards, principles, practices and procedures; standard business practices and procedures; spreadsheet applications; on-line computerized financial and other information systems.


Ability to: analyze basic information systems data; audit a variety of college and district office operations, activities, processes and procedures as they relate to information systems; handle confidential information in an appropriate manner; mange multiple assignments simultaneously; think analytically and critically; understand college and district office operations, activities, processes and procedures; perform risk identification and risk assessment techniques; identify and evaluate internal controls; develop findings and recommendations; document work in accordance with industry standards; communicate audit and/or special project results to all levels of management; plan and establish audit and/or special project scope; develop audit programs and procedures; communicate effectively both verbally and in writing; establish cooperative working relationships in the course of performing assigned duties.

Training and Experience

Any combination of education, training and experience that provides the required knowledge and abilities. An example of this would be a college degree in the computer science, or information systems and/or progressive information systems audit and/or programming experience, preferably in a public sector or higher education environment.

Special Conditions of Employment

Certification as a CISA required.
