TITLE: SENIOR MANAGER EMPLOYEE RELATIONS

Job Summary

 

Plans, develops, directs, administers, implements and monitors the Districts' employee relations policies and procedures.

 

Scope

 

This position works in the area of human resources. Work contacts include administrators, faculty, staff, consultants, outside agencies and the public.  Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to the Director Recruitment & Employee Relations; receives general direction regarding routing and standard matters; specific instructions regarding non‑routine and highly sensitive matters, with broad latitude given in the development of program objectives.

 

Supervision Exercised

 

Supervises the positions of Coordinator Human Resources, Senior Human Resources Analyst, and Human Resources Analyst.

 

Representative Duties

 

Controls, plans, directs, administers and coordinates the Districts' employee relations programs; evaluates, develops and implements department systems and procedures under the guidance of the policies of the District, federal and State statutes; trains, supervises, determines assignments and evaluates staff; maintains liaison with other departments; participates in establishing long‑range objectives relating to employee relations; develops and maintains harmonious employer‑employee relationships with leaderships of employee units; develops employee relations policies and programs; provides consultative advice to administrators regarding employee relations; coordinates and administers ADA & FMLA programs;  implements decisions and programs; represents the employer as chair or team member in the District grievance process; develops and updates employee manuals; mediates policy grievances; applies discipline in the corrective action process; directs management regarding progressive discipline and performance management; implements and monitors the employee evaluation process; serves as a resource to employee collaborative policy development activities; performs special projects as assigned by the supervisor or the Vice Chancellor of Human Resources; procures and oversees the services of employee relations consultants; interprets policy language and provides information to supervisory personnel and employees to ensure that policy provisions are effectively administered; directs the research and investigation procedures to obtain meet and confer  data to substantiate management position; reviews policy to ensure clarity of interpretation and compliance with laws and regulations; provides requested information to all relevant parties regarding leave of absences, health leave, maternity leave, personal leave, military leave, educational leave, sabbatical leave and jury duty; performs related duties as assigned.

 


Knowledge and Abilities

 

Knowledge of: mediation principles; handling of grievances; employee relations including benefits and salary for the meet and confer negotiation process; ADA, FMLA, Title VII and other laws and regulations related to employee relations; operations of an educational institution to recommend policy and procedural changes; district policies and procedures; supervisory methods and training; grievance and appeal processes; computerized personnel/payroll information systems; analysis and interpretation of system needs.

 

Ability to: work independently; make decisions based upon broad statements of policy; work cooperatively and effectively with all levels of the organization; remain current regarding trends and developments in the areas of classification, employee relations and records management; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training and experience that provides the required knowledge and abilities. An example of this would be a college degree in personnel administration/labor relations and/or extensive professional administrative experience in human resources administration with management experience in a large human resources department.
