Job Summary
Plans, develops, interprets and implements Human Resources
program/activities designed to ensure consistent application of the District's
policies/procedures and federal/state legislation.
Scope
This position works in the area of District Human Resources.
Work contacts include administrators, faculty, staff, consultants, vendors,
outside agencies and the public. Equipment used includes standard office
equipment.
Supervision Received
This position reports to an assigned administrator; receives
general direction regarding routine and standard matters and specific
instructions regarding non-routine and sensitive matters.
Supervision Exercised
Depending on
department, may supervise the positions of Coordinator Human Resources Services,
Senior Human Resources Analyst, Human Resources Analyst, Human Resources
Assistant, Human Resources Technician, Benefits Specialist and/or other
assigned staff.
Representative Duties
Develops, plans and administers human resource programs and
policies of MCCCD; resolves complex operational department problems; develops
and interprets policy language and provides information to College Presidents,
administrators, and employees to ensure policy provisions are effectively
administered; interprets and maintains compliance with federal and State laws
such as Civil Rights, FLSA, DOL, IRS and ADEA; interprets and administers Human Resources programs such as employment, tuition waiver, records retention,
salary administration, cafeteria plans, Workers Compensation and related
benefit programs, payroll system operations, retirement operations and annual
updates; tests system processes for system conversions; recommends system
enhancements to comply with new regulations and processes; keeps abreast of,
and adheres to, federal and State statues and internal policies; administers
budget; analyzes data and makes recommendations and plans of action; may serve
as a resource to employee collaborative policy development activities;
supervises and trains assigned staff; may write bid specs and participate on
RFP committees; verifies data and prepares reports required by internal and
external agencies; performs special projects and initiatives assigned by the
District Director or Vice Chancellor; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: Human Resources management including the areas
of personnel practices relative to recruitment, employment, employee relations,
grievance and appeal processes, employee training, HRIS systems, evaluation
methods, salary administration, payroll, benefits and retirement; affirmative
action principles and multi-cultural constituencies; federal and State laws;
healthcare legislation; principles and practices of policy group negotiation
and employee/supervisor conflicts;
progressive discipline and employee performance appraisal philosophy; national
recruitment techniques; statistical concepts and data collection methods.
Ability to: remain current regarding trends and developments
in human resources; research and develop strategies and recommend direction for
programs; exercise considerable judgement and discretion; write bid specs for
RFP's; communicate effectively orally and in writing; establish cooperative
working relationships with persons contacted in the course of performing
assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in human resources
management, personnel administration or related field and/or extensive
professional experience in the administration of a complex human resources
program with an emphasis in the areas of selection and placement, recruitment,
employee relations, benefits, compensation or payroll. SHRM Professional (PHR)
or Senior Professional (SPHR) certification is preferred.
Special Conditions of Employment
Must be able to attend events on evenings and weekends.
