Job Summary


Administers the planning, design, and construction for new capital development, remodeling, college capital and annual major maintenance projects. Acts as a liaison between college administration and the members of the design and construction teams. May prepare and seal planning, design and construction documents for smaller projects.

 

Scope


This position works in the area of facilities planning and development.  Work contacts include administrators, faculty, staff, students, state agencies, vendors, contractors, and the public.  Equipment used includes standard office equipment.

 

Supervision Received


This position reports to the Director Facilities Planning & Development; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and sensitive matters.

Representative Duties


Works with outside consultants, vendors, contractors and District users in managing and administering projects and programs; ensures that design and construction meet user needs and is completed within schedule and budget restrictions; manages projects, including advertisements, proposal evaluation, consultant interviews and selection, fee negotiations, construction bidding and contracts preparation; coordinates contracts with outside consultants; ensures existing facilities and new designs comply with existing codes and meet all other applicable codes; coordinates Building Committee meetings and implements the needs of user groups; attends and represents the District at all project meetings and monitors actions at meetings for compliance with Governing Board, state policies and standards; coordinates specification, purchase and delivery of furniture, fixtures and equipment; monitors project budgets and schedules including recommendations for necessary changes; prepares and executes requests for change orders, payments, schedule changes, interpretation of documents, vendor invoices and ensures timely payments; coordinates project budget status; reviews and reports on design and construction progress; oversees project close‑out, assisting in warranty period inspection and issues, including managing and resolving all post‑construction claims and contract issues; determines and initiates appropriate action to provide problem and dispute resolution on all consultant, contractor and insurance/bond claims; prepares necessary project budgets, CDEC, Governing Board and state board items; assists in the development of long range facility master plans, property purchases, major maintenance plans and District programs in energy conservation, refrigerant replacement, handicap accessibility and hazardous materials abatement; may perform design and construction document preparation for smaller projects; assists purchasing in issuing bid packages; may administer construction project; may seal documents; resolves technical problems and assists with development, recommendations and drafting of policies and procedures; negotiates significant conflicts between parties, including District users, consultants and contractors; advises College Presidents, Vice Presidents, Deans, and Directors of Buildings and Grounds on college capital and maintenance projects, operations and maintenance budgets, college master planning and impacts of energy conservation investments; performs related duties as assigned.

 

Knowledge and Abilities


Knowledge of: various architectural, interior design, furniture and fixtures, space and site planning; project budgeting and cost estimation of construction; escalation factors and market trends; professional design and construction services in accordance with Arizona Revised Statutes and Purchasing policies; building construction, materials and methods; applicable building, mechanical, plumbing, electrical, safety and fire, health and accessibility codes and laws; operation of computers and software.

 

Ability to: manage multiple projects; coordinate the work of design and/or construction teams to ensure compliance; prepare program statements, Requests for Proposal and contract documents for design and construction services; negotiate agreements between parties; understand, interpret and communicate technical requirements to meet user needs; read and interpret drawings, descriptions, product data, specifications and assess them with design or construction in process; provide design, drawings and specifications, bid management and construction administration for small construction or remodeling projects produced in‑house; perform engineering and mathematical calculations; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a degree in architecture, construction, engineering or related field and/or demonstrated experience in design and construction with project management of major capital projects in a public/private sector; State of Arizona architectural registration.

 

Special Conditions of Employment


State of Arizona Class D Driver’s license. State of Arizona architectural registration.
