Job Summary

 

Assists the Director of Financial Services & Controller in providing oversight and leadership for the financial accounting, analysis, and business support functions of the institution. This position is a key manager in the Office of Financial Services/Controller, Business Services Division.

 

Scope

 

This position works in the area of Business Services. Work contacts include executive management, administrators, college business staff, information technologists, vendors and outside agencies. Equipment used includes standard work equipment.

 

Supervision Received

 

This position reports to the Director of Financial Services & Controller; receives general direction regarding routine and standard matters and specific instructions regarding non-routine and sensitive matters.

 

Supervision Exercised

 

Manages the Supervisor of General Accounting, the Supervisor of Capital Asset Accounting, the Supervisor of Accounts Payable, and the District Office Fiscal Officer, including their corresponding areas.

 

Representative Duties

 

Provides direction, coordination, facilitation, monitoring, planning, training, evaluation, and related services to internal staff and other division and districtwide stakeholders as appropriate as these services pertain to institutional financial accounting, analysis, and business support functions; directs work units of general accounting, capital asset accounting, accounts payable and the fiscal office; supervises, trains, and evaluates assigned staff; analyzes and resolves complex accounting issues including year end accruals, monthly allocations of costs, revenue recognition, receivables collections, financial reporting and accounting policy interpretation; plans and recommends both short-term and long-range strategies and solutions to accounting, finance, and other business related issues; recommends, initiates and implements districtwide fiscal policies and procedures; schedules all aspects of periodic and year end closing procedures for financial applications; performs related duties as assigned.

 

Knowledge and Abilities

 

Knowledge of: governmental accounting principles and practices; management report preparation and analysis; planning concepts and methods; process analysis and improvement; financial systems development and maintenance; applicable Federal and State laws and regulations.

 

Ability to: manage, motivate, coordinate, and monitor the staff in four key functional areas within the Office of Financial Services & Controller; organize and manage projects; develop, document, interpret and train others on accounting policies and procedures; analyze and implement solutions to complex accounting issues; communicate effectively orally and in writing; establish cooperative working relationships in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in accounting with experience in governmental or higher education finance and accounting, along with significant experience in management and leadership positions. CPA certification and supervisory experience required.

CPA certification required.
