Job Summary
Plans, directs and administers a comprehensive financial aid
program of federal, state and local grants, scholarships, outreach services,
loans and other types of financial assistance at a community college.
Scope
This position works in the area of student services or
financial aid. This position has
planning and operational responsibility and authority to administer all aspects
of the financial assistance programs at an assigned college. Work contacts include administrators,
faculty, students, staff, federal/governmental financial aid agencies, regional
and national organizations, and the public.
Equipment used includes standard office equipment.
Supervision Received
This position reports to an assigned administrator; receives
general direction regarding routine and standard matters; specific instructions
regarding non‑routine and highly sensitive matters.
Supervision Exercised
Depending on
location/department, may supervise the positions of Assistant Director Financial Aid,
Financial Aid Technicians, Financial Aid Clerk, Veterans Records Technician,
Athletic Specialist, Coordinator Veteran Services, Administrative Secretary,
Clerk Typist and/or other assigned staff.
Representative Duties
Plans, directs and administers a coordinated districtwide
financial assistance program; reviews applications, examines needs, resources,
federal and state regulations and assists in providing financial information to
students; assists students in completing applications; processes applications
for financial aid including determining eligibility, award amounts and
notification of students award; may develop and implement programs for students
on money management and personal budgeting; prepares documentation and
validations and resolves students appeals; may be responsible for the
certification and monitoring of enrollment for students receiving veteran’s
benefits; may oversee the coordination of the Veteran Services Program;
supervises staff and provides orientation and training; monitors program
methods of operation to detect success‑failure ratio and maintain
effective administrative procedures; plans and reviews requirements and
established goals and ensures compliance with federal, state, institutional,
private and District regulations; reports expenditures of aid as required;
establishes and maintains operational and financial aid budget; prepares and
administers budget; projects and plans for increases in college size and
financial aid program size; develops, reviews and advises on federal, state,
college and private sources of funds; coordinates with information technology
and recommends enhancements to the financial aid systems; represents the
financial aid office to other colleges, private and public organizations and
institutions, community, state and federal personnel and divisions; serves on
committees as appropriate; responsible for security and confidentiality of assigned
records; prepares announcement materials for publicity, workshops and resource
development; writes reports and responds to surveys; may make oral
presentations; ensures confidentiality of files; may coordinate student
placement/employment function; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: state and federal (Title IV) financial
assistance programs; student financial needs; management methods, practices and
procedures, compliance and reporting standards; financial and statistical
record keeping and reporting; accounting methods and practices; financial aid
computer systems and software.
Ability to: plan and direct the activities of financial aid
programs and staff; read, interpret and explain college/district/federal/state
policies and procedures regarding financial assistance programs; prepare and
monitor various budgets; interpret statistical data; make oral presentations;
supervise and train staff; work cooperatively with others; maintain
confidential information; communicate effectively orally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in management,
administration, business, education, public administration, finance and/or a
related field with experience in financial record keeping and reporting with
supervisory experience.
