Job Summary
Designs, implements and coordinates a comprehensive
organizational development program to meet District needs for a productive,
motivated workforce and employee needs for professional, career and personal
development including retraining for emerging job opportunities.
Scope
This position works in the area of human resources. Primary
work contacts are District employees at all levels, including numerous
committees for specific organizational development programs on which the
incumbent serves as chair, participant or advisor. Other work contacts include businesses, community and
professional organizations. Equipment
used includes standard office equipment.
Supervision Received
This position reports to the Director Employee &
Organizational Development; receives broad direction in the development of
program objectives and action plans; may receive specific instructions in
sensitive matters.
Supervision Exercised
Supervises the positions of Coordinator Training, Learning
Facilitator and Administrative Secretary.
The position also provides work direction to consultants, interns,
students, and temporaries.
Representative Duties
Advises and/or participates as a member on multiple employee
committees to develop, implement and evaluate objectives and action plans for
organizational development programs; develops appropriate databases and
projects District hiring needs; assesses training and development needs of
employees; develops strategic plans for District organizational development
programs; develops and controls organizational development program budgets;
prepares administrative and financial reports; develops program evaluation
components and conducts research activities relating to organizational
development; promotes District organizational development programs by making
oral and written presentations to employees and professional groups; develops marketing
materials and proposals to acquire external funding for organizational
development programs; publicizes internal and external opportunities for
career, professional and personal development opportunities; maintains liaison
relationship with faculty/staff development efforts conducted by Educational
Development Division; conducts needs analyses to maintain ongoing awareness of
current and future needs, methodology and technology relevant to development;
designs, develops and implements programs to transition employees from jobs in
declining need areas and provide training for critical need jobs in the
District; plans and implements career development program through which
employees can make career and/or job changes; ensures the currency of the District's
training and development capabilities with changing technology and markets;
organizes employee recognition programs and events; performs related duties as
assigned.
Knowledge and Abilities
Knowledge
of: principles and techniques of faculty/staff development, instructional
design and research design; organizational development; changing technology as
it affects the labor market; management and supervisory principles and
techniques; general human resources programs and policies; marketing techniques.
Ability
to: work effectively with committees to plan and implement programs; develop,
conduct and interpret needs assessment and program evaluations; monitor
budgets; communicate effectively with persons from diverse cultures and
backgrounds; make oral and written presentations; organize, prioritize, and
coordinate the work of others; establish cooperative working relationships with
persons contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in instructional design,
organizational development, human resources administration, or a related field,
and/or professional experience in the design promotion, coordination, and
implementation of organizational development programs. Specific experience with faculty/staff
development programs is desirable.
