Job Summary

 

Directs the development and maintenance of district‑wide human resources and financial computerized systems.

 

Scope

 

This position works in the area of Management Systems and Computer Services.  Work contacts include administrators, staff, vendors, and private institutions.  Equipment used includes standard office equipment and a variety of microcomputer hardware and software. 

 

Supervision Received

 

This position reports to the Director Management Systems and Computer Services; receives general direction regarding routine and standard matters and specific instructions regarding non‑routine and highly sensitive matters. 

 

Supervision Exercised

 

Supervises Senior Systems Programmer, Programmer Analyst, Systems Programmer, interns, students and temporaries. 

 

Representative Duties

 

Monitors Human Resources and Business Services systems; consults with users to determine systems needs; prioritizes projects; allocates staff resources; supervise programmers and analysts and provides quality assurance; analyzes informational needs within computerized data bases; provides system accounting statistics; develops plans for conversion and improvement of Data Base Management Systems; ensures data non‑redundancy, security, privacy, data base recovery and audit trails; controls production and distribution of management reports; assures integrity of software and hardware; develops programming specifications; plans future systems with administrators; maintains liaison with computer system vendors; performs related duties as assigned. 

 

Knowledge and Abilities

 

Knowledge of: major data base systems; computer programming; system analysis.

 

Ability to: develop effective systems in response to user needs; supervise the work of computer programmers and analysts; communicate effectively orally and in writing; and establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in data processing or business administration and/or experience in system analysis and design with a major data base system; supervisory experience preferred.
