Job Summary

Administers and performs a variety of complex information systems audits throughout the Maricopa County Community College District. Defines work protocols, assignment structure, communicate audit results, and prepares written reports.

Scope

This position works in Internal Audit and Management Advisory Services. Work contacts include governing board members, district and college executives, administrators, faculty, staff, students, external organizations and agencies. Equipment used includes standard office equipment.

Supervision Received

This position reports to the District Auditor. Receives general direction regarding routine and standard matters; specific instruction regarding non-routine and highly sensitive matters.

Supervision Exercised

This position supervises Audit Associates, Audit Interns and Senior Information System Auditors on a project by project basis.

Representative Duties

Plans and directs information systems audit work which sufficiently evaluates control environments in computer applications of varying complexity using sound information systems audit principles, skills and techniques; assesses complex information systems application development, implementation and processing risks that warrant audit attention; identifies specialized skills/resources to assess unique and complex technology applications (e.g. new operating system implementations, new network control tools, etc.); applies information systems development, implementation and operation control concepts in a wide variety of technology settings and assess the exposures resulting from ineffective or missing control practices; evaluates information system audit results from management's perspective, even when defined criteria or standards do not exist; evaluates overall audit results, weighing the relevancy, accuracy, and perspective of conclusions against the accumulated audit evidence for individual technology processes as well as for technology application; communicates to the recipient audit results; works with cross-functional teams on a variety of issues; completes audit projects within specified timeliness and calendar schedules; provides consulting services for information systems issues including development of District-wide information systems standards, policies and procedures; provides leadership on a variety of internal departmental projects (i.e., three-year audit plan, annual report, Audit and Finance Committee reports, major initiatives, internal control related training and other assigned projects); serves as senior staff to the District Auditor and serves as Acting District Auditor; manages multiple assignments simultaneously; recommends improvements to departmental practices and processes; participates in professional development activities; performs related duties as assigned.

Knowledge and Abilities

Knowledge of: information systems auditing standards; applicable governmental auditing, accounting, and business standards, principles, practices, and procedures; personal computers, spreadsheet applications, on-line computerized financial and other information systems; organizational behavior; project management.

Ability to: analyze complex information system data; perform a variety of complex audits of college and district office operations, activities, processes and procedures; handle confidential information in an appropriate manner; think analytically and critically; apply and teach auditing principles, skills and techniques; understand college and district office operations, activities, processes and procedures; perform and teach risk identification and risk assessment techniques; identify and evaluate internal controls; write reports; develop, review and approve findings and recommendations standards; communicate audit and/or special project results to all levels of management; develop and/or review and approve audit programs and procedures; communicate effectively both verbally and in writing; establish cooperative working relationships in the course of performing assigned duties.

Training and Experience

Any combination of education, training, and experience that provides the required knowledge and abilities. An example of this would be a college degree in the Computer Sciences, Computer Information Systems, Accounting, Auditing, Business and/or Finance and/or progressive experience in information systems audit and/or programming. Certification as a CISA required. Supervisory experience required.
