Job Summary

 

Directs, manages, supervises and coordinates the risk management programs of the District.  Provides complex advice on risk identification, risk control as well as risk finance.

 

Scope

 

This position works in the area of legal services.  Work contacts include administrators, faculty, staff, outside agencies, vendors and the public. Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to the General Counsel; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and highly sensitive matters.

 

Supervision Exercised

 

Supervises the positions of Administrative Assistant and/or other assigned staff.

 

Representative Duties

 

Recommends, develops, administers, implements and monitors districtwide risk management programs; researches and recommends changes in polices, procedures and programs to reduce losses, improve safety and minimize costs; identifies and evaluates risk financing options; evaluates the District needs for coverage, terms, limits and retentions; negotiates and places all commercial and non-traditional insurance coverage; works with Assistant General Counsel in drafting/negotiation of insurance and indemnification language for contracts; keeps informed on all relevant laws, regulations and issues pertaining to risk management; functions as the primary contact for and manages property, liability, automobile liability, crime, aviation, student accident, executive life and disability and other special insurance programs; inspects facility operations for unsafe and hazardous practices for underwriting purposes; chairs the Maricopa Integrated Risk Assessment project team and chairs/serves on ad-hoc committees as assigned; attends council and committee meetings as requested;  provides risk management consulting to administrators, faculty, staff and public inquiries pertaining to risk management issues; administers claims administration program for property/casualty and executive life and disability programs; develops, implements and monitors procedures for all self-insured retention claims; analyzes, adjusts and settles small property and liability claims; writes and recommends safety procedures and guidelines; serves as a resource for the OSHA, safety and loss prevention programs; meets and coordinates with insurance brokers, account executives, underwriters, loss control, claims adjusters and other personnel; serves as a liaison between third parties for property claims administrator; provides information on risk management programs through formal presentations and written materials; plans, directs, coordinates work plan and staff for the Risk Management division; identifies and resolves problems, assigns work activities, monitors work flow, evaluates work products, methods and procedures; performs related duties as assigned.

 

Knowledge and Abilities

 

Knowledge of: comprehensive risk management principals and procedures; federal, state and local laws regarding workers’ compensation, liability and OSHA, regulations and principles relating to risk management; claims administration including self-funded programs and multi-line claims; commercial insurance forms terms, and conditions; accident prevention, loss control and safety program management; business law and contracts; research and data analysis; principals of financial analysis.

 

Ability to: analyze complex federal and state regulations; apply and explain risk management and insurance principles; collect and analyze data; prepare clear and precise reports; plan and direct the work of others; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in public or business administration or related field, a professional Risk Management designation (ARM), with demonstrated experience in risk management/insurance.

May require weekend and evening hours.
