TITLE: ASSISTANT DISTRICT DIRECTOR FACILITIES PLANNING & DEVELOPMENT

Job Summary


Manages the planning, design and construction of new capital development projects, remodeling projects and major maintenance districtwide. Assists the Director Facilities Planning & Development in achieving the goals of the department and the District.


Scope


This position works in the area of facilities planning and development.  Work contacts include administrators, faculty, staff, other educational institutions, local, state and federal government, outside contractors, vendors and consultants. Equipment used includes standard office equipment.


Supervision Received


This position reports to the Director Facilities Planning & Development; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and highly sensitive matters.


Supervision Exercised


Supervises the positions of Architectural Project Manager, Facilities Systems Analyst and/or other assigned staff, students or temporaries.


Representative Duties


Administers the daily operations of a variety of design, construction and remodeling projects; develops policies, procedures and contract documents; plans and initiates bidding, construction, and move‑in process; negotiates contracts, fees, conflict and claims resolution; provides advice on current or active projects; develops, reviews and implements issues and activities related to planning and scheduling; estimates cost of materials, equipment and labor; develops and maintains budget; plans and manages pre‑design activities with college clients including the development of specs and hiring consultants; plans and estimates conceptual buildings including requisite site and utility infrastructure; schedules multi‑year district-wide projects; develops expenditure schedules; coordinates bond financial requirements; forecasts acquisition of land anticipating enrollment growth; manages and addresses post‑occupancy claims; provides assistance in legal cases and contract claims; supervises assigned staff; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: applicable building, safety and fire codes; requirements to comply with the Americans with Disabilities Act; architectural and engineering design; standard construction practice and construction management; conflict and claims resolution; software used for estimating and scheduling.


Ability to: manage a variety of design and construction projects; supervise assigned staff, outside consultants and contractors; interpret architectural and engineering designs; negotiate contracts and fees; estimate materials, equipment, land and labor costs; develop and maintain budgets; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.



Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a degree in architecture, engineering, construction management or related field with experience in the field of architectural and engineering design and construction.
