Job Summary
Manages the planning, design and construction of new capital
development projects, remodeling projects and major maintenance for a college.
Develops long and short range operation plans for facilities management, safety
and security.
Scope
This position works in the area of facilities planning. Work contacts include administrators,
faculty, staff, government agencies, vendors, consultants and construction
contractors. Equipment used includes standard office equipment.
Supervision Received
This position reports to the Vice President Administrative
Services; receives general direction regarding routine and standard matters;
specific instructions regarding non‑routine and highly sensitive matters.
Supervision Exercised
Depending on
location/department, may supervise the
positions of Director Campus Security, Director Buildings & Grounds, Administrative
Assistant, Office Coordinator and/or other assigned staff.
Representative Duties
Administers a variety of new construction and remodeling
projects; oversees the facilities service operations which include organization
and planning for building use, maintenance and groups, HVAC services, special
event planning and community room rental and management; develops, reviews and
implements issues and activities related to planning and scheduling; estimates
cost of materials, equipment and labor; develops and maintains budget; provides
long-range and strategic planning for capital development; schedules multi‑year
projects; develops expenditure schedules; forecasts acquisition of land
anticipating enrollment growth; participates in appropriate committees;
supervises assigned staff; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: applicable building, safety and fire codes; standard construction practice
and construction management; project management; strategic planning.
Ability to:
manage a variety of design and construction projects; supervise assigned staff,
outside consultants and contractors; interpret architectural and engineering
designs; develop and maintain budgets; communicate effectively orally and in
writing; establish cooperative working relationships with persons contacted in
the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a degree in management, engineering or
construction with experience in building trades. Certification in one of the building trades is required.
Special Conditions of Employment
Some positions may require a Class D Driver’s License.
